数字法治政府的内涵及其实现路径

The Implementation Outline for the Construction of a Rule of Law Government (2021-2025) first proposed the construction of a digital rule of law government, opening a new chapter in the construction of a rule of law government. This article uses literature analysis method to focus on the goal of improving government governance efficiency, and deeply analyzes the connotation and significance of digital rule of law government. Research has found that digital rule of law government is an organic combination and highly coupled construction of digital government and rule of law government, promoting the quality and efficiency of government services, achieving scientific administrative decision-making and standardized administrative behavior. It is necessary to pay attention to both digital and rule of law aspects at the same time, and achieve the coordinated development of the two. But currently, the digital rule of law government is in its early stages, facing a series of challenges and difficulties. It is urgent to take various measures to promote the construction of a digital rule of law government and jointly build a vision for the future of government governance that adapts to the digital age.

《法治政府建设实施纲要（2021—2025 年）》首次提出了建设数字法治政府，开启了法治政府建设的新篇章。本文通过文献分析法，立足于提升政府治理效能的目标，深入剖析了数字法治政府的内涵与意义。研究发现，数字法治政府是数字政府与法治政府建设的有机结合和高度耦合，促进政务服务质效，实现行政决策科学化和行政行为规范化，必须同时注重数字与法治两个方面，实现二者的协同发展。但目前数字法治政府正处于初级阶段，存在着一系列挑战与难题，亟需采取各种措施来推动数字法治政府的建设，共同构建适应数字时代的政府治理未来愿景。
