Blockchain-Based Revision of Korea’s E-Bill of Lading Act in Line with Rotterdam Rules

Purpose - This study aims to assess the alignment between the Korean Electronic Bill of Lading (E-B/L) Act and the Rotterdam Rules, focusing on the challenges of integrating blockchain technology for more efficient and secure maritime logistics. Design/Methodology - A comparative legal analysis was conducted, examining the Korean E-B/L Act and its Enforcement Decree against the technology-neutral principles of the Rotterdam Rules. The study identifies legal gaps and practical barriers to blockchain adoption and proposes targeted reforms. Findings - The Korean E-B/L Act’s reliance on a centralized title registry conf licts with international standards, limiting the practical use of E-B/L. Implementing blockchain can enhance document security, reduce costs, and increase global compatibility. The study provides clear legal recommendations to encourage a smoother transition to blockchain-based systems. Originality/Value - This study offers a unique contribution by addressing both the legal and practical aspects of E-B/L adoption in Korea, with a particular emphasis on blockchain integration. It provides valuable insights for policymakers, industry practitioners, and researchers aiming to harmonize domestic and international frameworks in maritime logistics.
