노인치매정책의 집행과정에서 패러독스(paradox)현상의 탐색적 연구 - 돌봄 치료의 연속성을 중심으로

An exploratory analysis of paradoxes in the policy implementation process of geriatric dementia policy : focusing on the care-treatment continuum

노인치매정책은 정부주도의 정책인데다 정부시책이 우선시 되었기 때문에 운영방식이나 시설, 예산 등 여러 측면에서 문제가 생길 수밖에 없었다. 이에 정부는 정책 이슈가 발생할 때마다 정책의 본질을 바라보기보다는 땜질식으로만 문제를 해결하려 했다. 따라서 초고령화 시대의 국가난제 해결과 이를 통한 국민 삶의 질 제고를 위해서는, 구조적이고 지속되어 온 문제를 해결할 새로운 방법론과 해결책 마련이 필요한 시점이다. 정책부문에서는 과거와 같은‘현실을 무시한 복지이념적 정책’이라는 막연한 접근이 아닌, 경제·사회 시스템의 전환을 위한 정책동인을 기반으로 목표지향형, 난제돌파형, 선제대응형 정책으로의 변화가 필요하다. 따라서, 본 연구는 노인치매정책과 그 집행과정에서 나타나는 운영상의 문제점들로 둘러싸인 정치･사회적 논쟁을 패러독스(paradox) 현상으로 보고, 그 패러독스 원인을 규명하여 이것을 어떻게 관리하는 것이 바람직한 노인치매정책인가를 탐색하는 데 그 목적이 있다.

Since the elderly dementia policy is a government-led policy and government policies are prioritized, problems inevitably arise in various aspects such as operation method, facilities, and budget. Accordingly, the government tried to solve the problem only by tinkering rather than looking at the nature of the policy whenever a policy issue occurred. Therefore, in order to solve the national problem in the super-aging era and improve the quality of life of the people through this, it is time to prepare a new methodology and solution to solve the structural and persistent problems. In the policy sector, it is necessary to change to a goal-oriented, difficulty-breaking, and preemptive response policy based on the policy motive for the transition of the economic and social system, rather than the vague approach of a 'welfare ideological policy that ignores reality' as in the past. Therefore, the purpose of this study is to examine the political and social debates surrounded by the elderly dementia policy and its operational problems in the process of its implementation as a paradox phenomenon, and to find out the cause of the paradox and to explore how to manage.
