본 연구는 지하주차장에서 발생하는 전기차 화재를 4M 분석(Man, Machine, Media, Management)을 통해 체계적으로 분석하고, 효과적인 대응 방안을 제시하고자 하였다. 주요 문제점으로는 관리자의 판단 착오와 교육 부족, 전기차 배터리와 소방설비의 기술적 한계, 정보 전달 체계의 미흡, 관리 조직의 부실 등이 도출되었으며, 이를 해결하기 위해 소방설비의 업그레이드, IoT 기반 화재 감지 및 경보 시스템 구축, 제연설비 설치 의무화, 정기 점검 및 관리 강화, 체계적인 교육 및 훈련 프로그램 도입 등의 다각적인 방안을 제시하였다. 세부적으로는 전기차 화재의 특수성을 반영한 소화설비와 냉각 장치 도입, 전고체 배터리 등 안전한 차세대 기술 개발, 그리고 소방시설 유지 및 관리 의무화가 필요하며, 공공시설과 대규모 주차장에서의 시범 운영을 통해 대응 체계를 검증하고 점진적으로 확대 적용해야 한다. 이러한 대책은 전기차 화재의 열폭주와 급속한 확산속도에 대응할 수 있는 기술적·제도적 기반을 마련하며, 화재 피해를 최소화하고 안전성을 강화하는 데 기여할 것이다.
This study systematically analyzed electric vehicle (EV) fires in underground parking lots using the 4M framework (Man, Machine, Media, Management) and proposed effective countermeasures. Key issues identified included managerial errors in judgment and lack of training, technical limitations of EV batteries and fire suppression systems, deficiencies in information communication systems, and organizational management shortcomings. To address these issues, the study proposed various measures, such as upgrading fire suppression systems, implementing IoT-based fire detection and alarm systems, mandating the installation of smoke control systems, strengthening regular inspections and maintenance, and introducing systematic education and training programs. Specifically, the study emphasized the need for fire suppression and cooling systems tailored to the unique characteristics of EV fires, the development of next-generation technologies like solid-state batteries, and mandatory maintenance of fire safety facilities. Pilot operations in public facilities and large-scale parking lots were recommended to verify the effectiveness of the response system before gradual expansion. These measures aim to establish the technological and institutional foundations needed to mitigate the rapid spread of EV fires and minimize damage while enhancing overall safety.
