Collaboration Between Government and Citizens: Characteristic of Jecheon City’s Koryoin Community Network

본 글의 목표는 제천 고려인 커뮤니티 네트워크를 파악하고 그 특성을 살펴보는 것이다. 제천시의 고려인 이주 정책은 인구감소와 지역경제 침체 문제를 해결하기 위한 한국 지방자치단체의 새로운 시도로, 단순한 인구 증가를 넘어 이주민들이 지역사회에 안정적으로 정착하고 생활할 수 있는 다양한 정책적 지원을 포함하고 있다. 본 글은 제천시의 고려인 커뮤니티를 중심으로 형성되어 있는 네트워크를 관과 민의 관점으로 나누고, 이를 시내-시외-국외의 차원으로 나누어서 자세히 살펴보았다. 이를 바탕으로 본 글은 제천시 고려인 커뮤니티 네트워크가 관과 민의 상호보완적인 구조 속에서 온라인과 오프라인 공간이 결합되어 있으며, 제천시를 넘어 국내외적으로도 확장되어 있다는 특성을 가지는 것으로 파악하였다. 이러한 분석 결과는 제천시 사례가 지방 중소도시의 외국인 이주정책 및 커뮤니티 형성에 있어 관과 민이 상호보완적으로 작동하는 가능성을 보여주며, 향후 유사한 정책 수립과 실행을 위한 참고점이 될 수 있음을 시사한다.

The objective of this study is to analyze and identify the characteristics of the Jecheon Koryoin community network. Jecheon City's Koryoin immigration policy represents a novel initiative by a local government in South Korea to address population decline and economic stagnation. Beyond merely increasing the population, the policy aims to provide comprehensive support for immigrants to settle and integrate into the local community. This study explores the networks surrounding Jecheon City's Koryoin community formed by government and citizens. These networks are analyzed across local, national, and international dimensions. Based on this analysis, the study identifies the Jecheon Koryoin community network as possessing a complementary structure between government-led initiatives and civic engagement, integrating online and offline spaces, and expanding beyond Jecheon to national and international levels. These findings suggest that the Jecheon case illustrates the potential for a symbiotic relationship between government and civic actors in forming immigrant community networks in small and medium-sized cities. It provides valuable insights for the development and implementation of similar policies in the future.
