공동체 라디오와 에스닉 미디어 사이에서: 광주고려인마을 GBS 고려방송의 정체성 연구

Between Community Radio and Ethnic Media: A Study on the Identity of GBS FM in Gwangju Koryoin Village

광주광역시 광산구에 위치한 고려인마을이 운영하는 소출력 공동체 라디오인 GBS 고려방송은 특정 지역 기반의 공동체 라디오 형식을 유지하면서도 방송의 70%가 러시아어로 송출되며, 구소련 지역 한인 민족 집단인 ‘고려인’의 정체성이 뚜렷하게 반영된 에스닉 미디어의 성격도 띠는 국내 유일의 사례라 할 수 있다. 본 연구는 GBS 고려방송이 공동체 라디오와 에스닉 미디어의 정체성을 동시에 지닌다는 점에 주목하여, ‘대한민국’ 공동체 라디오로서의 정체성을 분석하는 동시에, 러시아어를 사용하는 고려인들이 주축이 되어 운영하는 에스닉 미디어로서의 기능을 살펴봄으로써 GBS 고려방송의 복합적인 정체성을 규명한다. GBS 고려방송의 한국어 방송 프로그램은 공동체 라디오로서 고려인 마을 구성원과 지역 선주민 간의 유대를 강화하는 역할을 수행하며, 동시에 선주민들에게 고려인의 존재를 알리는 기능을 담당한다. 한편 GBS 고려방송은 대한민국에서 나고 자란 한국인과 구별되는 고려인의 정체성을 형성하는 중요한 요소인 러시아어를 주요 방송 언어로 활용하며, 고려인의 생애사와 역사를 다룬 프로그램을 제작하여 선주민은 물론, 한국에 거주하는 고려인 청소년 세대에게도 고려인의 역사와 문화를 전승하는 역할을 수행하고 있다. 이와 함께 GBS 고려방송은 온라인 플랫폼을 통한 방송을 송출함으로써 지역 공동체 라디오를 넘어, 광주고려인마을과 해외 고려인 공동체 간의 연대를 형성하는 매개체로 기능하고 있다. 이처럼 공동체 라디오와 에스닉 미디어의 경계를 넘나드는 GBS 고려방송은 미디어가 고려인을 비롯한 이주민들의 사회 통합, 정체성 유지, 그리고 초국가적 네트워크 구축에 미치는 영향을 보여주는 대표적인 사례라 할 수 있다.

GBS FM, a low-power community radio operated by the Koryoin Village in Gwangju, represents a unique case in South Korea, simultaneously maintaining the characteristics of a local community radio while functioning as an ethnic media outlet. With approximately 70% of its broadcasts conducted in Russian, GBS FM distinctly reflects the identity of the Koryoin, an ethnic Korean diaspora group from the former Soviet Union. This study examines the dual identity of GBS FM, analyzing its role both as a South Korean community radio and as an ethnic media platform predominantly operated by Russian-speaking Koryoin. The station’s Korean-language programming fosters social cohesion between the Koryoin community and native Korean residents while enhancing public awareness of the Koryoin presence. At the same time, by utilizing Russian as its primary broadcast language, GBS FM reinforces the unique identity of the Koryoin, distinguishing them from native Koreans. Through programs centered on Koryoin life histories and historical narratives, GBS FM plays a crucial role in preserving and transmitting Koryoin heritage and culture, not only to native Korean audiences but also to younger generations of Koryoin residing in South Korea.. Moreover, by leveraging online platforms for content dissemination, GBS FM transcends its role as a local community radio station to function as a transnational communication bridge, fostering connections between the Gwangju Koryoin Village and Koryoin communities abroad. As a media entity that navigates the intersection of community radio and ethnic media, GBS FM serves as a compelling case study of how media facilitate migrant integration, ethnic identity preservation, and the formation of transnational networks.
