‘모집된 공동체’의 탄생 - 제천 고려인 공동체의 형성, 특징, 시사점

The Birth of a Recruited Community: Former Soviet Ethnic Koreans in Jecheon, South Korea

본 연구는 대한민국 충청북도 제천시가 2023년부터 추진하고 있는 고려인 유치 정책을 지방자치단체(지방정부)의 적극적인 후원에 의한 이민자 공동체(커뮤니티) 형성의 한 사례로서 관찰한다. 2022년 7월 취임한 김창규 제천시장의 강력한 정책 추진 의지에 힘입어, 제천시는 고려인 이주 및 정착 후원 사업을 통해 1980년대 이후 석탄 및 시멘트 산업의 쇠퇴로 인한 장기적인 경기 침체와 인구 감소를 완화하려 한다. 2023년 상반기 본격적으로 시작된 제천시의 지원사업은 2024년 9월 현재 300명이 넘는 고려인의 지역 내 이주 및 정착으로 이어지는 등 소기의 성과를 거두었다. 현지 조사와 인터뷰 및 공개된 공식자료를 바탕으로, 본 연구는 이와 같이 ‘모집된’ 제천의 고려인 공동체가 지방정부에 대한 의존성으로 인해 광주와 안산 등 기존의 고려인 공동체와 비교해 그 내부적 결속력이 낮으며 현시점의 지역사회 연계 또한 제한적이라는 사실을 밝힌다. 또한 본 연구는 단일국가 내 지방정부의 정책적 외국인 수용이라는 측면에서 지방자치단체 주도형의 제천 고려인 공동체가 기존의 이민 연구에 가지는 경험적, 정책적 시사점을 지적한다.

This study investigates a former Soviet ethnic Korean community in Jecheon city, Republic of Korea (South Korea). As of September 2024, more than 110,000 ethnic Koreans from former Soviet countries (commonly known as koryo-saram or koryo-in) reside in South Korea for work and education. Under the new mayor Kim Chang-gyu’s leadership, Jecheon, a city in the central region (Chungbuk province) of South Korea, launched a recruitment program of ethnic Koreans to mitigate the city’s population decline and reinvigorate its waning economy. Using field interviews, official documents, and press releases, this study analyzes this “recruited” community in the following two ways. First, this study portrays the formation and operation of the community - focusing on the businesses and works of the “recruited” ethnic Koreans, their motivation to move to the city with no established co-ethnic community, and so on. Second, this study identifies the potential advantages and limitations of the community in a comparative perspective. By comparing Jecheon with Ansan and Gwangju, two South Korean cities with established ethnic Korean communities, this study argues that the “recruited” community demonstrates the least internal cohesion and limited degree of local integration due to its institutional and financial dependence on the local government. Still, this study finds it crucial to observe and analyze Jecheon’s local government-led ethnic Korean community in terms of local government’s proactive accommodation of immigrants.
