MENA 지역의 식량안보(Food Security) 정책 현황 연구: 인도적 지원-개발-평화 넥서스 접근법을 중심으로

Food Security Policy in the MENA Region: Humanitarian-Development-Peace Nexus Approach

본 연구는 기후변화로 인한 글로벌 식량안보 위기에 주목하며, 특히 중동 및 북아프리카(MENA) 지역의 복합적 취약성에 대한 국제사회의 대응 방안을 분석한다. MENA 지역은 정치·사회적 불안정성과 기후변화에 대한 환경적 취약성이 중첩되어 심각한 식량 불안정 상태에 직면해 있다. 이러한 맥락에서 본 연구는 기후변화와 식량안보를 통합적으로 접근하는 ‘삼중 넥서스 접근법(Triple Nexus Approach)’의 적용 가능성을 검토한다. 구체적으로 MENA 지역에서 시행되고 있는 국제사회의 식량안보 정책과 대한민국 공적개발원조 정책을 비교 분석하여, 양자 간 정책적 특성과 차별성을 규명한다. 분석 결과, 국제사회는 다자간 협력을 통한 식량안보 거버넌스 구축에 주력한 반면, 대한민국은 양자 협력 및 개별 프로젝트 중심의 접근을 채택해 왔음이 확인되었다. 이러한 연구 결과를 토대로, 본 연구는 대한민국이 MENA 지역의 기후변화-식량안보 연계 위기에 효과적으로 대응하기 위해서는 유엔 지속가능발전목표(SDGs) 체제하의 다자간 협력 메커니즘과의 연계성을 강화하는 통합적 접근방식으로의 정책적 전환이 필요함을 제언한다.

The multifaceted challenges facing humanity today are directly linked to climate change, which has significantly disrupted global food security. In particular, the Middle East and North Africa (MENA) region is experiencing severe food insecurity due to a combination of political and social instability and a natural environment highly vulnerable to climate change. Various international initiatives are underway to address these interconnected issues, with food security emerging as a paramount concern. This study examines the potential for the international community to adopt a Triple Nexus Approach that simultaneously addresses climate change and food security, rather than treating them in isolation. Specifically, it analyzes the food security policies of both the international community and the Republic of Korea’s ODA in the MENA region, identifying their similarities and differences to explore future policy directions. The findings indicate that international efforts have primarily focused on food security governance through multilateral cooperation, whereas ROK has emphasized bilateral cooperation and project-based initiatives. Based on this analysis, the study argues that ROK should adopt a more integrated approach, linking multilateral cooperation with the United Nations Sustainable Development Goals (SDGs) agenda to effectively respond to the intertwined crises of climate change and food insecurity in the MENA region.
