김정은 시대 조선로동당의 위상 변화에 관한 연구 : 당정치국·중앙군사위원회·군정지도부를 중심으로

A Study on the Role and Status Change of the Workers' Party of Korea during the Kim Jong-un Era : Focusing on the Political Bureau, Central Military Commission, and Military-Political Guidance Department

본 연구는 김일성·김정일 시대와 비교하여 김정은 시대 조선로동당 핵심권력기구의 위상과 역할 변화, 그리고 이러한 변화가 주는 정치적 함의를 체계적으로 분석하였다. 김정은은 김정일의 선군정치로 약화된 당의 기능을 정상화하고, 제7·8차 당대회에서 당규약 개정을 통해 당 중심의 국정운영체계를 확립하였다. 이는 당이 군과 정을 실질적으로 지도⸱통제하며 국정 전반을 주도하는 구조를 완성한 것이다. 김정은 시대의 당 중심 국정체계 확립을 보여주는 주요 사례로 당에 의한 시스템 정치의 부활과 함께 당정치국회의, 당중앙군사위원회, 군정지도부의 위상과 역할 변화를 들 수 있다. 북한의 최고 정책 결정 기구인 당정치국은 수령제 강화로 김정일 시대에 유명무실해졌으나, 김정은 시대에 들어 수령제를 보좌하는 기구로 권한이 강화되었다. 당중앙군사위원회는 김정일 시대에 실질적 역할을 하지 못했으나, 국방위원회 폐지와 핵무력 강화정책을 통해 다시금 그 역할과 권한을 확보하였다. 또한 새로 신설된 군정지도부는 당 조직지도부와 군사부는 물론, 기존에 군 총정치국이 담당하던 군 지도·검열 기능까지 직접 수행하며, 군 통제체계를 다층적으로 심화하는 역할을 한다. 본 논문은 이러한 분석을 바탕으로 김정은 시대 당군 관계의 변화를 체계적으로 이해하고, 당 권력 기구의 위상 강화를 통한 권력 구조 안정화의 영향을 규명하였다. 이로써 김정은 체제에서의 당 중심 통치의 정치적 함의를 새롭게 조명하고자 한다.

This study examines changes in the role and status of key institutions in the Workers' Party of Korea (WPK) under Kim Jong-un, compared to previous eras, and explores their political implications. Under Kim Jong-un, the Party reasserted its central role in governance, weakened under Kim Jong-il’s “military-first politics.” Through revisions at the 7th and 8th Party Congresses, a Party-centric system emerged, placing the Party at the forefront of managing military and state affairs. Notable changes include the revitalization of the Political Bureau, which regained authority as a support body for the Supreme Leader, and the Central Military Commission, which assumed greater authority after the National Defense Commission’s dissolution. Additionally, the Military-Political Guidance Department now oversees military and organizational tasks, consolidating Party control over the military. This paper analyzes how these shifts stabilize power structures and offers insights into the political implications of Party-centric governance under Kim Jong-un.
