외국인 근로자가 기업의 투자와 고용에 미치는 영향과 이민 잉여 추정

The Impact of Foreign Workers on Corporate Investment and Employment, and Estimation of Immigration Surplus

본 연구는 사업체패널의 2015년부터 2019년의 자료를 이용하여 외국인 근로자가 기업의 투자와 고용에 미치는 영향과 이민 잉여를 추정하였다. 외국인 근로자 유입의 국내 경제 효과를 실증 분석한 결과는 다음과 같다. 첫째, 숙련된 외국인 근로자가 기업의 투자를 증가시켰지만, 숙련도가 낮은 외국인 근로자의 증가는 기업 투자에 부정적인 영향을 미쳤다. 이는 고숙련 외국인 근로자 유입을 지원하는 동시에 저숙련 외국인 근로자가 인적자본을 축적하여 숙련도를 높일 수 있는 정책을 마련해야 함을 보여준다. 둘째, 외국인 근로자는 기업의 고용 증가를 가져왔으나, 내국인 근로자의 고용을 유의하게 감소시키지 않았다. 따라서 외국인 근로자의 유입이 인력난을 겪는 기업이나 지역에 보완관계를 가질 수 있음을 보였다. 이민 잉여란 외국인 근로자 유입으로 자국민에게 귀속된 국민소득의 증가분인데, 이를 추정한 결과 국내 GDP의 약 0.08%로 나타났다. 본 연구의 결과는 이민자 유입에 관한 정책의 설계와 추진의 필요성과 이민이 인구 감소의 부정적 영향을 줄이는 대안임을 실증적으로 보였다는 점에서 의의가 있다.

This study analyzes the impact of foreign workers on corporate investment and employment, as well as the immigration surplus, using data from the business panel from 2015 to 2019. The empirical analysis of the domestic economic effects of foreign worker inflows presents the following results. First, the influx of skilled foreign workers increases corporate investment, while the increase in unskilled foreign workers has a negative impact on corporate investment. These results indicate that policies should be developed to support the inflow of high-skilled foreign workers and to enhance the skills of low-skilled foreign workers by facilitating human capital accumulation. Second, foreign workers lead to an increase in corporate employment but do not significantly reduce the employment of domestic workers. Therefore, the inflow of foreign workers can complement businesses or regions experiencing labor shortages. The immigration surplus refers to the increase in national income that accrues to the native population due to the inflow of foreign workers. The estimate shows that it accounts for approximately 0.08% of domestic GDP. The findings of this study are significant in that they empirically demonstrate the necessity for the design and implementation of immigration policies and show that immigration can be an alternative to mitigating the negative effects of population decline.
