아프리카 도시현황 리뷰를 통한 도시문제 도출 및 적정기술에의 시사점

Appropriate Technologies for African Cities: A Problem-driven Approach

과학기술, 산업화, 도시화는 서로 밀접하게 연관되어 있으므로, 경제 및 사회적 문제는 도시에서 발생하거나 드러나는 경우가 대부분이다. 한편 적정기술을 통한 해결책을 제공하기 위해서는 개발도상국 현지에 직면한 문제를 정확히 인지하는 것이 선행되어야 하는데, 이러한 직접적인 문제점은 국가차원이 아닌 도시차원에서 접근할 때 더 선명하게 파악할 수 있다. 이에 이 연구는 아프리카 6개 주요도시 (탄자니아 다르에스살람, 가나 아크라, 에티오피아 아디스아바바, 케냐 나이로비, 나이지리아 라고스 및 말라위 릴롱궤)의 현황 및 이슈를 분석함으로써 직면한 도시 문제를 도출하고 적정기술 및 과학기술 ODA분야 사업발굴에 기여하고자 한다.

Developing appropriate technological solutions starts from a proper understanding of the underlying context and problems. With urbanisation, industrialisation, and technology all closely knitted together, cities are often the very places where many of such fundamental issues actually take shape, both physically and systemically. To better understand the local needs, with a broader goal to draw out technological implications suited for Africa, this paper thus explores the urban context of 6 African cities - Dar-es-Salaam (Tanzania), Accra (Ghana), Addis Ababa (Ethiopia) Nairobi (Kenya), Lagos (Nigeria) and Lilongwe (Malawi). The results of the paper, which summarise key areas of focus including both challenges and opportunities in each of the cities studied, present invaluable knowledge and insights for scientists and engineers. The insights can help them to tailor their technologies to grapple with the local contexts and needs. In addition to broadening our local knowledge, the paper also makes practical contributions to making sustainable and inclusive tech policy and developing more impactful science ODA projects/programmes by informing a wide range of practitioners as well as policymakers in the field of appropriate technology and global technology cooperation.
