국내 항만재개발사업 추진 현황을 보면 지방관리연안항은 낮은 사업성, 열악한 재정환경 등으로 인해 민간투자 유치에 어려움을 겪으며 사업 추진이 지연되고 있다. 사업 시행의 근거가 되는 법제도는 국가관리항만에 중점을 두고 있어 지방관리연안항의 사업 추진 과정에서 나타나는 문제를 해결하고 원활한 사업 추진을 도모하기에는 미흡하다. 따라서 본 연구는 항만재개발사업을 추진하고 있는 지방관리연안항을 대상으로 항만재개발사업 추진 과정에서의 문제를 도출하고 법제도적 개선 방안을 제시함으로써 항만재개발사업 활성화에 기여하고자 한다. 이를 위해 「항만재개발기본계획」 등 문헌 검토, 실무자 인터뷰, 현장 조사를 통해 지방관리연안항의 항만재개발사업 현황을 파악하고 문제점을 도출한다. 연구 결과로는 사업성 확보, 재정지원 체계 개선, 전문인력 양성 및 업무처리 시스템 개선, 항만과 주변 지역 연계, 주민 참여 강화를 위한 「항만재개발법」개정 등 관련 법제도의 개선을 제안한다.
According to status of domestic port redevelopment projects, regional coastal ports face low profitability and poor financial conditions, making private investment attractive and project implementation challenging. Existing legal systems primarily focus on national management ports. They are insufficient to address issues specific to regional coastal ports. This study aims to identify issues in redevelopment projects of regional coastal ports and proposes legal system improvements to promote project efficiency. Through a review of policies, legal systems, and fact-finding analysis, problems are identified. Based on results of this study, we proposed improvements to related legal systems, such as the 「Act on Redevelopment of Harbors and Development of Their Environs」to secure business feasibility, and enhance the financial support system, training professional manpower, improving the project processing system, connecting ports and surrounding areas, and increase resident participation.
