中国传统监察法律文化对纪检监察干部队伍建设的现代启示

Since the 18th National Congress of the Communist Party of China, national leaders have repeatedly delivered important speeches on the construction of discipline inspection and supervision cadres, and pointed out that understanding China’s ancient integrity culture is beneficial for us to use historical wisdom to promote anti-corruption and clean government construction. This paper takes the supervisory system in traditional Chinese supervisory legal culture as the starting point, explores the construction experience of the supervisory officials team in aspects such as selection and appointment, and supervision and management in traditional supervisory legal culture, and combines the current situation and existing problems of the construction of discipline inspection and supervision cadres. Suggestions for improvement are put forward from aspects such as the adaptability of cadres’ responsibilities, the construction of professional teams, the improvement of incentive systems, and internal and external supervision and management, in order to further enhance the combat effectiveness of the discipline inspection and supervision team and play the functions of prevention, supervision, and punishment in the work of discipline inspection and supervision.

自党的十八大以来,国家领导人多次发表重要讲话谈到纪检监察干部队伍建设,并指出了解我国古代廉政文化有利于我们运用历史智慧推进反腐倡廉建设。本文以中国传统监察法律文化中的监察制度为切入点,通过探究传统监察法律文化中监察官员队伍在选拔任用、监督管理等方面的建设经验,结合当前纪检监察干部队伍建设现状及存在问题;从干部职责相适、职业化队伍建设、激励制度健全、内外监督管理等方面提出完善建议,以期进一步提升纪检监察队伍战斗力,发挥纪检监察工作的预防、监督、惩处等职能作用。
