浙江省L 县“大综合一体化”行政执法改革的协同困境与应对策略研究

Research on the Coordination Dilemmas and Countermeasures in the “Comprehensive and Integrated” Administrative Law Enforcement Reform in L County, Zhejiang Province

With the continuous deepening of China’s administrative management system reform, Zhejiang Province has taken the lead in launching the “Comprehensive and Integrated” administrative law enforcement reform. This initiative aims to break down interdepartmental barriers and address inefficiencies in traditional law enforcement models, thereby establishing a modernized grassroots governance framework. However, significant coordination challenges persist throughout the reform process, necessitating an in-depth investigation into the obstacles to coordination and the formulation of corresponding countermeasures. This paper focuses on the practical implementation of the “Comprehensive and Integrated” administrative law enforcement reform in L County, Zhejiang Province, analyzing the internal logic and real-world challenges of interdepartmental coordination. The study finds that while L County has made some progress in the reform, it still faces challenges such as fragmented functions, information, and mechanisms. To address these issues, this paper proposes the following optimization strategies: scientifically adjusting law enforcement functions and clarifying departmental responsibilities; accelerating the shift of enforcement focus to the grassroots level and strengthening local enforcement teams; and integrating and optimizing information systems to build a digitalized law enforcement network. These measures are expected to further enhance the effectiveness of administrative law enforcement reform. In the future, L County’s reform experience may provide valuable insights for nationwide administrative law enforcement reforms, promoting the modernization of grassroots governance and the high-quality development of law enforcement systems.

随着我国行政管理体制改革的不断深化，浙江省率先启动“大综合一体化”行政执法改革，旨在破除传统执法模式中部门间壁垒和执法效能低下等难题，构建现代化的基层治理新格局。然而，改革过程中协同困境依然显著，亟待深入研究阻碍协同的原因并提出相应对策。本文聚焦浙江省L 县的“大综合一体化”行政执法改革实践，深入剖析部门协同的内在逻辑与现实挑战。研究表明，L 县在改革中取得了一定成效，但仍面临职能、信息和机制碎片化等挑战。为此，本文提出以下优化建议：科学调整执法职能，明确部门权责边界；加速推动执法重心下沉，加强基层队伍建设；整合优化信息系统，构建数字化执法网络，以进一步深化行政执法改革成效。未来，L 县的改革经验有望为全国提供有益借鉴，推动基层治理现代化与行政执法改革的高质量发展。
