A Study on the Efficient Utilization of Unused Sites Following the Closure of Coal-Fired Power Plants: Potential Import/Export Logistics Spaces in Connection with a Port

Purpose - The government decided to gradually shut down coal-fired power plants by 2038 in order to transition to a low-carbon policy. The purpose of this study is to find efficient ways to prevent the sites and port facilities of closed coal-fired power plants from being neglected for an extended period. Design/Methodology/Approach - This study examined the size of the coal storage sites, coal ash treatment plants, and port facilities at the Honam, Samcheonpo, Boryeong, and Hadong coal-fired power plants, which will be closed until 2038. In addition, it was considered that there is a possibility that the closed coal-fired power plants could be neglected. Findings - With the closure of four coal-fired power plants, about 6.6 million square meters of coal storage sites and coal ash treatment plants could be neglected. In addition, 13 berths, which are port facilities, are not available. Research Implications - This study proposed that three coal-fired power plants with dolphin-style berths build infrastructure related to the import and export of hydrogen. In addition, it is proposed utilize the Samcheonpo power plant for various equipment required for offshore wind power generation and convert it into a port dedicated to collection, storage, and transportation. As a plan to improve the system, it was proposed to amend the law to efficiently utilize neglected sites, including the release of the power generation zones of closed coal-fired power plants.
