세종정부청사의 풍수지리 입지 고찰

A Study on the Location of Feng Shui in Sejong Government Complex

본 논문은 천문사상에서 비롯된 사신사를 바탕으로 세종특별자치시의 정부청사를 기준으로 산세와 물의 흐름을 고찰한 것이다. 세종특별자치시는 원수산을 주산으로 여기고 있다. 그러나 세종시를 둘러싸고 있는 산들은 원수산과 전월산, 국사봉과 장군산, 괴화산과 비학산 등으로 둘러싸여 있으나 주산의 위치가 도심과 어울리지 못하는 단점이 있다. 세종시의 물길은 정부청사와 도심중앙을 기준으로 우측에서 제천과 청사를 일부 가로지르는 방축천이 있고 전월산 뒤편에서 흐르는 미호천이 금강으로 합류하고, 장군면의 대교천도 금강으로 합류하므로 세종시와 정부청사의 수세는 전체적으로 금강을 살펴야 한다. 세종시는 내명당의 국세가 비교적 좁고 사신사의 산세가 전부 서로를 향해 조응하지 못하고 있다. 소하천의 흐름도 정부청사를 감싸지 못하고 있으나 금강이 세종시의 산세와 어울리는 것은 다행스럽다. 세종시를 대표하는 정부청사의 건물형태가 용을 닮았다고 하나 산과 물이 서로 어울리지 못해, 하늘을 나는 창룡(蒼龍)인지 물에 입수하는 잠룡(潛龍)인지의 구별도 명확하지 않다. 세종시의 발전과 국가발전을 위해서 정부청사는 어떤 상징성과 뛰어난 역량을 갖추어야 한다. 세종시를 둘러싸고 있는 산세와 물길이 천문사상을 포함하는지의 형태를 살펴, 향후 세종시의 발전을 위해서 필요한 방향을 제시해보고자 한다. 세종시는 분지로 이루어져 있고 침수의 위험성이 항상 도사리고 있는 지역이다.

This paper examines the flow of mountains and water based on the government building in Sejong Special self-governing City based on the Blue Dragon Baekho Jujak Hyeonmu, which originated from astronomical thought. The Sejong Metropolitan Government considers Mt. Wonsu as its main mountain. However, the mountains surrounding Sejong City are surrounded by Mt. Wonsu, Mt. Jeonwol, Mt. Guksabong, Mt. Janggun, Mt. Goehwasan, and Mt. Bihak, but the location of the main mountain does not match the city center. Based on the government building and the center of the city, Sejong’s waterway is Bangchukcheon Stream, which crosses Jecheon and Government House from the right, Mihocheon Stream, which flows from the back of Jeonwolsan Mountain, joins the Geumgang River, and Daegyocheon Stream in Janggun-myeon also joins the Geumgang River, so Sejong City and Government Complex should look at the Geumgang River as a whole. Sejong City has a relatively small national tax of inner Myeong-dang, and all the mountains of the Sasinsa(Blue Dragon, Baekho, Jujak, Hyeonmu) are unable to respond to each other. The flow of the small river is not able to surround the government building, but it is fortunate that the Geumgang River matches the mountain of Sejong City. It is said that the shape of the government building representing Sejong City resembles a dragon, but the mountain and water do not match, so it is not clear whether it is a flying Changryong or a dragon that goes into the water. For the development of Sejong City and the national development, the government building must have certain symbolism and outstanding capabilities. By looking at the form of whether the mountains and waterways surrounding Sejong City include astronomical ideas, I would like to suggest a direction necessary for the development of Sejong City in the future. Sejong City is an area that consists of basins and where there is always a risk of flooding.
