국내 교육프로그램 평가의 연구동향 분석

Research trend analysis of educational program valuation in South Korea

본 연구에서는 2003년부터 2023년까지 20년간 KCI 등재 학술지에 게재된 교육프로그램 평가 관련 109편의 논문을 대상으로 내용분석법을 통하여 국내 교육프로그램 평가의 연구동향을 분석하였다. 분석 결과로는, 교육프로그램 평가는 학교와 학교 밖(기업) 모두에서 중요성이 커지고 있음에도 불구하고, 이에 대한 인식과 필요성은 여전히 부족한 것으로 나타났다. 특히, 학교 내 교육프로그램 평가는 정부정책과 재정지원에 편중되고 있으며, 변화에 따라 그 방향이 흔들리는 양상을 보였다. 반면 학교 밖(기업)에서는 일관된 예산과 환경 속에서 평가 연구가 지속적으로 이루어졌고, 이러한 대조된 흐름이 관찰되었다. 이를 통해 표준화된 평가 도구의 필요성이 강조되었고, 이해관계자의 요구를 반영한 평가모형 개발과 변화하는 사회에 적합한 교육프로그램 평가가 이루어져야 한다고 제안하였다.

This study research trends in educational program evaluation in South Korea by analyzing 109 papers published in KCI-indexed academic journals from 2003 to 2023. A content analysis method was employed, categorizing the papers based on refined research domains derived from previous and conducting an in-depth review. The findings reveal that despite the growing significance of educational program evaluation in both school and corporate settings, awareness and recognition of its necessity remain insufficient. Specifically, within schools, program evaluation is heavily influenced by government policies and financial support, often leading to fluctuations depending on policy changes. In contrast, evaluation research in corporate settings has been conducted consistently within stable budgetary and environmental conditions, presenting a stark contrast between the two sectors. These results underscore the necessity of standardized evaluation tools and advocate for the development of evaluation models that reflect stakeholder needs while adapting to evolving societal demands.
