The Current Status and Development Direction of Local Cultural Policies

우리나라는 정치·경제 분야뿐만 아니라 문화 분야에서도 수도권 중심으로 집중되어 있음은 분명하다. 이에 1990년대 중반 지방자치제의 실행으로 지방분권과 지역의 균형발전을 설정하여 국가발전의 새로운 틀을 마련하게 되었으나, 중앙과 지방의 발전 격차가 큰 상황에서 각 지방이나 지역이 가지고 있는 고유한 문화적 속성을 전면적으로 재평가하고 그 가치를 인식하고 지역문화 발전의 방향 및 지역문화정책에 대한 방향을 정립할 필요가 있다. 지역문화정책을 시행하는데 많은 시행착오가 발생하여 재정적·시간적 낭비가 되고 있는 경우도 많다. 지역문화를 발전시켜 지역주민의 삶의 질을 향상시키기 위하여 효율적인 지역문화 진흥정책을 수립하고 지역문화 관련 정책환경 및 사회적 환경의 변화에 직면한 지역문화의 현황 파악 및 문제점에 대한 대응방안을 모색할 필요가 있다.

Our country is obviously concentrated on capital area even in the cultural field as well as in the political and economic fields. Accordingly, a new frame of national development came to be arranged by setting up the decentralized and balanced regional development through the execution of a local self-governing system in the mid 1990s. But in a situation of a wide gap between the central and local developments, there is a need to completely re-evaluate the unique cultural attributes that each province or region has, to recognize its value, and to establish the direction on regional culture & development and the direction on local cultural policy. There are also many cases with a waste of finance and time due to the occurrence of many trials and errors in implementing local cultural policies. To improve the quality of life in local residents and to satisfy the cultural needs by developing regional culture, there is a need to create efficient policies for promoting local culture, to grasp the present condition of local culture facing a change in policy environment and social environment related to regional culture, and to seek a counterplan for a problem.
