학교시설의 지역사회 개방에 대한 현장 인식 연구

A Study on Field Perceptions of Community Access to School Facilities

연구목적: 본 연구는 지역사회에서 학교의 역할이 점차 확대되는 상황에서 학교시설 사용 실태를 확인하고 개방에 대한 현장 인식을 조사하는 것이 목적이다. 연구방법: 학교시설 개방의 주체인 단위학교 교직원과 학교시설 사용의 주체인 지역주민을 대상으로 설문조사를 실시하였으며, 기초 통계 분석과 집단 간 비교 분석을 수행하였다. 연구결과: 첫째, 학교시설 사용 실태를 확인한 결과, 지역주민들은 주로 생활체육을 목적으로 운동장과 다목적 강당을 가장 많이 이용하고 있었으나 학교시설에 대한 정보 공유의 부족으로 인해 시설 이용에 어려움을 겪고 있었다. 둘째, 교직원들의 학교시설 개방에 대한 입장은 고등학교, 사립학교, 읍면 지역에서 근무하는 교직원일수록 개방에 긍정적인 것으로 나타났다. 셋째, 지역주민들은 10명 중 7명이 학교시설 개방에 동의하고 있었으며, 시설 사용 경험이 있을수록 더 높게 나타났다. 학술적 기여: 본 연구는 학교시설의 사용 실태를 확인하고 시설 개방의 주체인 학교와 사용의 주체인 지역주민을 대상으로 개방에 대한 인식을 비교하여, 지역 자원으로서 학교시설의 역할을 확장하는 데 기여할 수 있는 근거를 제시하는 데 의의가 있다.

This study aims to examine the usage of school facilities and investigate on-site perception regarding their opening, in the context of the expanding role of schools within the local community. Through this, the necessity of opening school facilities from the perspective of publicness and enhancing community welfare is discussed, and related policy recommendations are presented. To achieve this, surveys were conducted with school staff, who are the key players in the opening of school facilities, and local residents, who are the main users of these facilities. Basic statistical analysis and chi-square tests were conducted based on the respondents’ backgrounds. The study results are as follows: First, in terms of school facility usage, local residents primarily used the playgrounds and multipurpose auditoriums for physical activities. However, they faced difficulties in utilizing the facilities due to a lack of information sharing about the school facilities. Second, while school staff showed mixed attitudes toward opening the facilities, staff working at high schools, private schools, and in rural areas were more positive about opening the facilities. There were suggestions for easing the responsibilities of school principals, strengthening civic awareness among users, and establishing a compensation system for additional work. Third, 7 out of 10 local residents agreed with the opening of school facilities, with higher agreement observed among those with previous facility usage experience. The main reasons cited for supporting the opening were to improve community welfare and convenience. On the other hand, residents who opposed the opening expressed concerns about disruptions to students' education and safety issues. These findings support the necessity of opening school facilities and provide a basis for expanding the role of school facilities as community resources.
