교육대학교4-H 조직 및 활동 프로그램 운영 방안

Operation Plan for the 4-H Organization and Activity Program of the National University of Education

이 연구는 초등학교 교원양성기관인 교육대학교에 4-H를 조직하고, 활동 프로그램을 개발하여 효율적으로 운영하는 방안 모색을 목적으로 하였으며, 문헌 연구, 교육과정 분석, 전문가 협의회 등의 방법을 적용하였다. 교육대학교4-H는 대학4-H의 하위 구조로 10개의 단위 교육대학교4-H로 구성된 ‘교육대학교4-H’를 조직하고, ‘전국교육대학교 농업교육협의회’와 협력하며, 시･도교육청, 지방자치단체, 해당 지역의 초등학교, 농업 관련 기관(단체), 농업인 등과 연계할 수 있도록 하였다. 그리고 교육대학교4-H 조직의 운영을 위해서는 초등교원양성기관에 해당하는 교육대학교의 특성에 부합하도록 기본 방향과 목적을 설정하고, 4-H 관련 민간기관인 한국4-H본부(전국대학4-H연합회), 도･특광역시4-H본부(도･특광역시대학4-H연합회), 시･군4-H본부(시･군학생4-H연합회)와의 연계 프로그램과 단위 교육대학교4-H 자체 프로그램을 구체적으로 개발하여 운영할 필요가 있다. 교육대학교4-H를 조직하여 활동 프로그램을 운영하는 것은 농업･농촌에 대한 이해와 인식 전환, 지도 자질과 역량 습득 등을 가능하게 하여 초등학교에서 교양농업교육과 학생4-H 지도교사 역할을 수행할 수 있도록 하는 의의를 갖고 있으므로 단위 교육대학교가 우선적으로 4-H를 조직할 수 있도록 하고, 활동 프로그램이 적극적으로 추진될 수 있도록 상호 유기적으로 노력할 필요가 있다.

This study aimed to establish 4-H organizations within universities of education-which are elementary school teacher training institutions-and to develop efficient operational strategies through activity programs. To this end, methods such as literature review, curriculum analysis, and expert consultations were applied. The National University of Education 4-H was organized as a substructure of the University 4-H, comprising 10 units. In collaboration with the National University of Education Agricultural Education Council, it was designed to be linked with city/provincial offices of education, local governments, elementary schools in the region, agricultural institutions (groups), and farmers. In order to effectively operate the 4-H organization, it is necessary to set guiding principles and objectives in accordance with the characteristics of the universities of education. Moreover, specific programs should be developed and operated to connect with private organizations associated with 4-H, such as the Korea 4-H Headquarters (National University 4-H Association), Provincial/Special Metropolitan City 4-H Headquarters (Provincial/Special Metropolitan City University 4-H Association), and City/County 4-H Headquarters (City/County Student 4-H Association), and the individual university of education 4-H programs. Establishing and operating a university of education 4-H is significant as it enables elementary schools to fulfill the role of general agricultural education and student 4-H instructors by transforming their understanding and perception of agriculture and rural areas while developing leadership qualities and capabilities. Therefore, individual university schools should be allowed to organize 4-H programs and make organic efforts to actively promote activity programs.
