A Study on Needs Analysis and Support Strategies for Employment Retention of Teachers with Disabilities

연구목적 본 연구의 목적은 교육부 및 시도교육청의 장애인 의무고용률 미달 문제를 논의하고 장애인 교원의 고용 안정성과 직업 만족도를 높이기 위한 효과적인 지원방안을 탐색하는 데 있다. 연구방법 본 연구에서는 17명의 장애인 교원을 대상으로 초점집단면담(FGI)을 실시하였으며, 참여자를 장애 유형에 따라 4개 집단으로 나누어 심층적인 논의를 진행하였다. 수집된 자료는 근거 이론의 지속적 비교분석법을 통해 분석하였다. 연구결과 분석 결과, 지원 체계, 인사 제도, 물리적 지원, 인적 지원, 인식 개선 등 5개의 상위 범주와 17개의 하위 범주가 도출되었다. 주요 발견으로는 교육청 내 전담부서 설치, 전문성 강화, 장애인을 고려한 휴·복직 기준 마련 및 업무 배정, 근로 및 업무지원인 선택권 부여, 동료 교사 및 관리자의 인식 개선 등이 포함되었다. 결론 본 연구는 장애인 교원의 고용 안정성과 직업 만족도를 높이기 위해 체계적이고 통합적인 지원방안이 필요함을 시사하며, 지속 가능한 고용 환경 조성을 위한 정책 및 실천적 전략 마련에 기초자료를 제공한다.

Purpose: The purpose of this study is to develop practical and effective strategies to address the challenges associated with the low mandatory employment rate of teachers with disabilities in the Ministry of Education and local education offices. Methods: Seventeen teachers with disabilities participated in this study, and their experiences and needs were analyzed through Focus Group Interviews (FGIs). The data were analyzed using the Constant Comparative Method, resulting in five main categories—support systems, personnel policies, physical support, human resource support, and awareness improvement—and 17 subcategories. Results: Key findings highlight the need for the establishment of dedicated support departments, improvements in disability-friendly personnel and training policies, enhancement of physical and web accessibility, refinement of personal assistant systems, and the introduction of team teaching. Conclusion: This study proposes actionable solutions for sustaining the employment of teachers with disabilities and improving their working conditions. The findings provide structural and policy-oriented implications to enhance the employment rate of teachers with disabilities and foster inclusivity in educational settings.
