경찰학적 접근을 활용한 중학교 준법 교육과 민주시민교육의 융합 모델 연구

A Study on the Convergence Model of Compliance Education and Democratic Citizenship Education in Middle School Using Police Approach

중학교 법 교육은 학생들에게 법치주의와 준법의 중요성을 이해시키는 핵심 과정이지만, 현재 교육과정은 개념적 학습에 집중되어 있으며 실천적 학습이 부족하다는 한계가 지적되고 있다. 특히 법 교육이 단순한 법 준수 교육에 머무르고 있어 학생들이 법을 능동적으로 활용하고 민주적 절차속에서 법을 실천할 기회를 충분히 제공하지 못하고 있다. 이에 따라, 본 연구는 중학교 사회과 준법 교육을 경찰학적 관점에서 분석하고, 학교 민주시민교육에서 경찰학적 요소를 적용할 가능성을 탐색하는것을 목적으로 한다. 본 연구는 문헌 연구를 기반으로, 중학교 사회과에서 이루어지는 준법 교육의 내용과 실태를 분석하고, 법 교육이 도덕과, 역사과, 생활과 윤리 등 범주제 학습교과에서 어떻게 연계되고 있는지를 검토한다. 또한, 경찰학의 개념인 공공안전, 범죄 예방, 법 집행, 공동체 치안이 중학교 법 교육과 접목될 수 있는 가능성을 분석하며, 경찰과 협력한 법 교육 프로그램의 실효성을 평가한다. 연구 결과, 현재 법 교육이 개념적 이해 중심으로 구성되어 있으며, 실천적 학습을 강화하기 위해 경찰학적 접근을 활용한 체험형 법 교육 모델이 필요함을 확인하였다. 본 연구를 통해 법 교육이 단순한 법 준수 교육을 넘어 실천적 법치 교육으로 발전할 수 있는 방향을제시하며, 경찰과 협력한 교육 프로그램이 학생들의 법 준수 태도와 공동체 안전의식을 함양하는 데 기여할 수 있음을 시사한다. 이를 통해 중학교 법 교육의 효과성을 높이고, 경찰학적 접근을 접목하여 보다 실천적인 민주시민교육 모델을 구축하는 데 기여할 것이다.

Middle school law education is a core process for students to understand the importance of the rule of law and compliance, but the current curriculum is focused on conceptual learning and there is a limit to the lack of practical learning. In particular, as law education remains a simple law-abiding education, it does not provide sufficient opportunities for students to actively use the law and practice the law in democratic procedures. Accordingly, this study aims to analyze middle school social studies compliance education from a police perspective and explore the possibility of applying police factors in school democratic citizenship education. Based on literature research, this study analyzes the content and actual condition of compliance education in middle school social studies, and examines how law education is linked in categorical learning subjects such as morality, history, life, and ethics. In addition, it analyzes the possibility that public safety, crime prevention, law enforcement, and community security, which are the concepts of police science, can be combined with middle school law education, and evaluates the effectiveness of law education programs in cooperation with the police. As a result of the study, it was confirmed that law education is currently organized around conceptual understanding, and an experiential law education model using a police approach is needed to reinforce practical learning. This study suggests the direction in which law education can develop into practical law-abiding education beyond simple law-abiding education, and suggests that educational programs in cooperation with the police can contribute to cultivating students' law-abiding attitudes and community safety consciousness. Through this, it will increase the effectiveness of middle school law education and contribute to building a more practical democratic citizenship education model by incorporating a police approach.
