The Communist Party of China Adheres to the Principle and Practice of Ensuring and Improving People's Livelihood in Development : On the Practical Lessons of People's Livelihood in the World Socialist Movement

中国共产党坚持在发展中保障和改善民生的原则与实践—兼论世界社会主义运动中的民生实践教训

The report of the 20 th National Congress of the Communist Party of China pointed out : “We must adhere to ensuring and improving people 's livelihood in development, encourage joint struggle to create a better life, and constantly realize the people 's yearning for a better life.” To improve people 's livelihood, we should adhere to the principle of unity of doing what we can and doing what we can.We should be based on national conditions, neither stagnating nor ambitious.We should gradually improve people 's living standards according to national economic development and government financial resources, and continue to make new progress in key areas related to basic people 's livelihood.The principle of adhering to the unity of doing the best and acting according to one 's ability begins with the practice of people 's livelihood work and ultimately points to practice, and can be confirmed from the examples of the history of the world socialist movement.Romania, Chile, Burkina Faso and other countries failed to adhere to the above principles in exploring the socialist system and improving people 's livelihood, which eventually led to the loss of confidence in socialism and the failure of socialist exploration.These lessons further urge us to base ourselves on the basic national conditions and economic development, and to ensure and improve people's livelihood on the basis of economic development and financial sustainability.

党的二十大报告指出：“必须坚持在发展中保障和改善民生，鼓励共同奋斗创造美好生活，不断实现人民对美好生活的向往。”改善民生要坚持尽力而为与量力而行相统一的原则，应立足国情，既不裹足不前，又不好高骛远，要根据国家经济发展和政府财力状况逐步提高人民生活水平，在事关基本民生的关键领域持续取得新的进展。坚持尽力而为与量力而行相统一的原则始于民生工作实践且最终指向实践，同时能从世界社会主义运动史的实例中得到印证。罗马尼亚、智利、布基纳法索等国在探索社会主义制度、改善民生中因未能坚持上述原则，最终导致本国人民对社会主义丧失信心，使社会主义探索归于失败。这些教训更加鞭策我们应该立足于基本国情和经济发展状况，把保障和改善民生建立在经济发展和财力可持续的基础上。
