Positioning Power: India’s Global South Diplomacy in a Transitional International Order

본 논문은 글로벌 사우스를 이해하는 데 있어 인도의 글로벌 사우스 전략을 내재적 접근법을 통해 탐색하는 것이 유용함을 밝힌다. 인도의 외교 전략 속에서 글로벌 사우스 개념이 어떻게 발전하고 활용되는지를 분석함으로써, 인도의 외교적 특징과 국제 질서에 미치는 함의를 논의하고자 한다. 이를 위해 비동맹운동(NAM)과 글로벌 사우스 개념을 비교하고, 인도가 이를 전략적 자율성과 다층적 연대, 중국과의 경쟁 우위 추구, 위치 권력의 상승과 인도 강국의 비전 실현이라는 외교전략의 맥락에서 어떻게 구체적으로 적용하는지를 검토한다. 중국과의 비교를 통해 인도의 전략이 기존 국제 질서에 대한 도전이자 새로운 외교 지형을 형성하는 요소로 작용하는 방식에도 주목한다. 이러한 분석을 통해 인도의 글로벌 사우스 전략이 국제정치에서 차지하는 의미를 조명하고, 글로벌 사우스의 대외 전략에 대한 학문적 논의를 확장하는 데 기여하고자 한다.

This paper investigates India’s Global South strategy through an intrinsic analytical lens, emphasizing its effectiveness in deepening our understanding of the Global South as a conceptual and strategic construct. By examining how India has articulated and operationalized this framework within its diplomatic discourse, the study identifies distinctive characteristics of India’s foreign policy and assesses their broader implications for the evolving international order. It juxtaposes the legacy of the Non-Aligned Movement (NAM) with the contemporary Global South narrative, analyzing how India integrates these frameworks into its strategic objectives—including the pursuit of strategic autonomy, development of multilayered partnerships, consolidation of competitive positioning vis-à-vis China, enhancement of its diplomatic leverage, and realization of its aspirations as a rising global power. Drawing comparative insights from China’s foreign policy practices, the paper further demonstrates how India’s approach not only challenges the established global order but also contributes meaningfully to the shaping of a new geopolitical architecture. Ultimately, the analysis underscores the implications of India’s Global South strategy for global political dynamics, thereby contributing to scholarly discourse on foreign policy trajectories pursued by actors across the Global South.
