광주지역 국회도서관 분관 설립의 타당성 제안 연구

A Study Proposing the Feasibility of Establishing a National Assembly Library Branch in Gwangju

본 연구는 국회도서관 광주 분관 설립의 필요성과 타당성을 규명하고, 본관 및 부산 분관과의 역할 분담을 통해 광주 분관의 차별화된 기능을 제시하는 것을 목적으로 한다. 현재 호남권역은 지방의정 지원과 정보서비스에 있어 여전히 소외되어 있어, 균형 잡힌 국가적 지식정보 서비스 제공을 위해 광주 분관 설립이 필요하다. 본 연구에서는 국회도서관법에 따른 직무 분석과 본관·부산 분관의 운영 현황을 검토한 후, 광주 분관이 수행할 수 있는 주요 역할로 호남권 지방의회에 대한 입법 지원과 사회과학 분야 연구자 지원을 제시하였다. 또한 광주 분관은 한국형 국회 GLAM 모델을 기반으로 의회 자료 보존 및 문화 콘텐츠 제공 기능을 강화함으로써 지역사회의 복합문화정보시설로서의 역할을 수행할 수 있다. 이를 통해 광주 분관은 국회도서관 서비스의 지역 불균형을 해소하고, 지역 균형 발전에 기여할 수 있는 핵심 거점으로 자리 잡을 수 있을 것이다.

This study aims to identify the necessity and feasibility of establishing a National Assembly Library branch in Gwangju and proposes differentiated functions through role allocation with the main library and the Busan branch. Currently, the Honam region remains underserved in terms of legislative support and information services, highlighting the need for a Gwangju branch to ensure balanced national knowledge and information services. This study analyzes the duties defined by the National Assembly Library Act and reviews the operational status of the main and Busan branches. It suggests that the Gwangju branch could play a key role in supporting local legislatures in the Honam region and providing research assistance in social sciences. Furthermore, by implementing a Korea-specific National Assembly GLAM model, the Gwangju branch could strengthen its functions in preserving parliamentary records and offering cultural content, serving as a multi-functional cultural and information hub for the region.
