After the October Revolution, Lenin put forward a series of systematic thoughts on the construction of scientific and technological talent teams, which reflected his profound strategic vision and practical orientation. He advocated the rational utilization of scientific and technological experts from the old society. Through ideological transformation and political education, these experts were enabled to serve socialist construction, and at the same time, it alleviated the political doubts of the expert group towards the new regime. Lenin particularly emphasized that through educational reform, new types of scientific and technological talents meeting the needs of socialism should be cultivated, and their innovative abilities should be enhanced through material incentives and practical exercises. In terms of scientific and technological management, Lenin emphasized the rational allocation of scientific and technological talents, the promotion of independent innovation and collective cooperation, and advocated the collaborative mechanism across disciplines and fields. In addition, he also advocated that scientific and technological talents should deeply engage in social practice and actively participate in international cooperation, so as to broaden their global vision and enhance their independent innovation capabilities.
