글로벌 사우스 지정학 : 추동 요인 추적과 정책적 함의

Tracing Drivers for the Rise of the Global South

과도기 국제질서 속에서 글로벌 사우스(Global South)가 영향력을 높이며 국제사회의 주목을 받고 있다. 글로벌 사우스 부상의 추동체는 무엇일까? 글로벌 사우스는 냉전기 제3세계와 어떻게 차별화되고 있는가? 그 해답은 국제적 변수와 행위적 변수에서 찾을 수 있다. 먼저 국제적 차원에서는 신냉전에서는 ‘블록(Bloc)’이 아닌 ‘진영(League)’ 차원으로 양분화된다는 점에서 단절 강도가 냉전보다는 낮다. 느슨하나마 연결되다 보니 글로벌 사우스와의 협력이 각 진영의 주도권 장악 강도에 유의미한 영향을 미치게 되는 구도에 놓인다. 행위적 차원에서는 제3세계와 달리 글로벌 사우스는 가시적인 주도국이 있어 독자적 전략 추진이 용이하고 보유하고 있는 물질적 자산도 강건하며 잠재적 성장 가능성도 높다. 물론 글로벌 사우스를 구성하는 국가는 빈부격차, 관심영역 차이 등 통합 저해요소가 존재하는 것도 사실이지만 상기 두 개 변수의 기제로 인해 글로벌 사우스의 영향력은 당분간 지속될 것으로 보인다. 따라서 한국도 인도-태평양전략, GPS 기반의 포괄적 외교전략과도 유기적으로 연계하여 전략적, 외교적 승수효과를 유도해야 할 것이다.

Amid the transitional international politics, the Global South is gaining ground while it rises to the influential players in the world. If then, what drives it? What makes the Global South differentiated from the Third World in the Cold War? On the one hand, the level of decoupling is weaker in the New Cold than in the Cold War, which motivates each league to step up the cooperation with the Global South in an effort to seize the initiative. On the other hand, its autonomy-based strategy and manageable assets are noteworthy as opposed to the Third World, which can be explained by the variable of an actor. Although it is true that some factors such as differences in areas of interest prevent its members from being more integrated, the above two drivers are most likely to enhance its prestige for the time being. Accordingly, South Korea needs to achieve strategic and diplomatic synergy while linking its policy with the Global South with its GPS-based comprehensive diplomatic strategy and its Indo-Pacific Strategy.
