Challenges and Countermeasures in the Modernization of Grassroots Social Governance

Against the backdrop of the new era, the modernization of grassroots social governance has become a key link in advancing the modernization of the national governance system and governance capabilities. By analyzing the governance dilemmas in the context of the new era,this paper reveals the core issues of disconnection in governance concepts at the grassroots level,misalignment in the application of technology,and lagging institutional updates. It proposes the construction of a governance framework that integrates “value reformation + technological empowerment + institutional innovation.” Through the analysis of exemplary grid community cases,this paper demonstrates how a service-oriented government can break free from the inertia of traditional governance concepts,emphasizes that technological governance should return to a people-centered approach, and points out that the cross-domain collaborative mechanism urgently needs to break down administrative barriers. The aim is to provide robust theoretical support and practical paths for solving the problems of grassroots governance modernization.

在新时代背景下，基层社会治理现代化已成为推进国家治理体系与治理能力现代化的关键环节。本文通过剖析新时代背景下的治理困境，揭示了基层在治理理念上存在断层、技术应用出现错位、制度更新滞后的核心问题，并提出了构建“价值重塑+技术赋能+制度创新”的治理框架。结合优秀网格社区案例，本文论证了服务型政府如何突破传统治理理念的惯性，强调技术治理应回归人本导向，并指出跨域协同机制亟需破除行政壁垒。此举旨在为破解基层治理现代化难题提供有力的理论支撑与实践路径。
