혼잡ㆍ교통유도경비의 활성화를 위한 법적ㆍ교육적 개선 방안 연구

Study on legal and educational improvements to promote congestion and traffic Guidance Security

2025년 1월 개정된 경비업법에 혼잡ㆍ교통유도경비가 새롭게 도입되었다. 이를 통해 경찰의 업무 부담을 줄이고 위험이 예상되는 도로 및 행사장 등의 안전을 강화하는 긍정적인 효과를 가져올 것으로 기대된다. 그러나 새로운 경비를 효과적으로 운영하기 위해서는 정책적인 지원이 필수적이라 할 수 있다. 이 연구에서는 혼잡ㆍ교통유도경비의 성공적 운영을 위하여 미국과 일본의 교통유도경비 운영 사례를 분석하였다. 이를 통해 몇 가지 핵심 요인을 도출하였다. 첫째, 법률의 개정을 통한 업무 범위 및 권한의 명확화, 둘째, 전문성을 갖춘 인력 양성을 위한 교육 및 자격제도의 필요성, 셋째, 경비업체의 책임과 역할을 명확히 하기 위한 보험 가입 및 표준화된 업무 매뉴얼의 필요성등을 제시하였다. 이 외에도 혼잡ㆍ교통유도경비를 활성화 시키기 위한 전략으로 드론과 같은 첨단기술을 활용한 교통 모니터링과 안전관리의 적용 가능성에 대해서도 논하였다. 이 연구에서는 다양한 측면에서 개선방안을 제안함으로써 제도의 성공적인 정착을 위한 논의를 시도하였다.

In January 2025, the revised Security Business Act introduced the new service of congestion and traffic guidance security. This is expected to have a positive effect in reducing the workload of the police and enhancing safety on roads and event venues where danger is expected. However, policy support is essential for the effective operation of the new security services. This study analyses the successful operation of congestion and traffic guards in the United States and Japan. Several key factors were identified. First, the need to clarify the scope of work and authority through legislative amendments; second, the need for training and qualification systems to foster a professional workforce; and third, the need for insurance and standardised business manuals to clarify the responsibilities and roles of security companies. In addition, the study also discussed the applicability of traffic monitoring and safety management using advanced technologies such as drones as a strategy to activate congestion and traffic guidance guards. This study attempts to discuss the successful settlement of the system by proposing improvement measures in various aspects.
