對아프리카 ODA의 방향성 및 원조 효과성의 질적 개선에 관한 연구

Purpose - Despite the fact that economic cooperation and exchange with Africa is a global trend and the need of the hour, the region is still plagued by chronic ills such as regional conflicts, political corruption, hunger, poverty, and disease that deny people the basic human dignity, despite the increase in ODA sources, FDI, and high economic growth rates. This study examines the effectiveness and direction of ODA by donor countries. This study will discuss and suggest ways to improve the quality of ODA to Africa so that the systemic problems of poverty and disparity in Africa can be improved. Design/methodology/approach - This study defines the 'growth without development trap' as a situation in which the African continent, which has been a large ODA recipient for a long period of time and has been showing high economic growth rates, still does not have the necessary conditions to maintain a dignified life, such as chronic hunger, poverty, disparity between the rich and poor, disease, and civil war. It calls for a shift in the direction of ODA as a way to resolve this growth trap, and identifies a strategy that can be implemented as a combination of improving the effectiveness of external aid and improving the quality of Africa's internal governance, raising the need for social policy assistance as a means of doing so and proposing concrete action plans. Findings - This paper proposes the implementation of four aid strategies to eliminate the vicious cycle of corruption by achieving sustainable development through education ODA policies that can pursue the realization of human security, preventing the occurrence of dependency syndrome, improving the low effectiveness of existing aid, through social policy ODA that can overcome the trap of growth without development. Research implications or Originality - The choices and consequences of aid are also the responsibility of African countries themselves, and self-help must be fostered to enable them to make and focus their own choices. This study reiterates that the fundamental remedy for the low effectiveness of decades of aid to Africa lies in a qualitative transformation of Africa's own internal governance and the social policy orientation of aid that can guide it to ultimately realize human security.
