Research on the Evaluation System of Access to Basic Medical and Health Services-Taking N County in Guizhou Province as an Example

Purpose - According to the analysis and discussion of the influencing factors between the construction of the index evaluation system l measurement model, the main factors affecting the sense of access to basic medical and health services in Z are obtained and the corresponding policy recommendations are proposed. Design/Methodology/Approach - Delphi method, through the expert’s professional knowledge and experience, put forward opinions and suggestions on the selected indicators, and organize analysis to determine the indicators. The analytic hierarchy process, hierarchical structure analysis, matrix analysis, hierarchical single-item classification, general classification and consistency check methods determine the index weights, and conduct a comprehensive fuzzy evaluation to get the results. Findings - In the improvement of the sense of access to basic medical and health services in Z County, the adequacy of public service resources is average, while the degree of inclusiveness of public service resources and the balance of public service resources are poor. To increase the sense of access to basic medical and health services, the degree of inclusiveness of public service resources and the degree of balance of public service resources must be strengthened. Research Implications - Suggestions are put forward for the sense of access to basic medical and health services in Z County: improve the allocation of medical resources, introduce a system to reduce the burden of primary medical care; improve the equity and security of primary medical and health services.
