김정은 정권 「우주개발법」 10년의 입법 분석과 정치·군사적 의미

A legislative analysis of 10 years of the Kim Jong Un regime's Space Development Act and its political and military implications

본 논문은 10년이 경과한 김정은 시기 우주개발을 입법과 정치군사적 차원에서 분석한다. 김정은 정권은 2013년 4월 1일 「우주개발법」을 제정하고, 우주개발기구로 ‘국가우주개발국(2013)’을 신설･운영해 오다가 2023년 ‘국가항공우주기술총국’으로 확대 개편하였다. 우주개발법 10년(2013~2023년)을 분석한 결과, 김정은 정권은 법적인 측면에서 우주개발의 합법성과 정당성을 부여하였고, 우주개발을 체계적으로 추진하기 위한 법적 근거를 마련하였다. 정치적 측면에서 김정은 정권은 주민의 자긍심 제고, 내부 결속 강화, 주민생활과 국가경제를 위해 노력하는 자신들의 활동 등을 선전하는데 우주개발을 활용하고 있다. 군사적 측면에서는 탈세계화와 진영화, 신냉전의 국제질서를 전략적 기회로 인식하고 있으며, 이를 바탕으로 북･러 우주협력, 러시아 기술진의 북한로켓 개발지원, 핵무력 고도화와 군사우주 개발을 정당화하고 있다.

This paper examines the status and implications of space development during the Kim Jong Un era, over a decade later, at the legislative and political-military levels. The Kim Jong Un regime enacted the Space Development Act on April 1, 2013, and established and operated the National Space Development Agency (2013) as the space development organization. This was expanded and reorganized into the Korea Aerospace Technology Administration in 2023. An analysis of the 10-year period (2013-2023) of the Space Development Act reveals that the Kim Jong Un regime has provided legal recognition and legitimacy. From a military perspective, the regime views deglobalization, deterioration, and the New Cold War international order as strategic opportunities, which it believes justify North Korea-Russia space cooperation, Russian technical assistance to North Korean rocket development, the upgrading of its nuclear arsenal, and the development of military space.
