핵보유국의 단거리 탄도미사일 공격 의도에 따른 표적 가치 도출 연구

Study on Target Value Derivation According to the Intent of SRBM Attacks by Nuclear-Armed States

본 논문은 핵 보유국이 단거리 탄도미사일을 이용해 공격할 때, 공격 의도에 따라 표적의 가치가 어떻게 변화하는지를 분석하였다. 러시아-우크라이나 전쟁 초기의 러시아 미사일 공격 패턴을 바탕으로, 핵무기 보유국의 탄도미사일 공격에서 군사적 표적의 중요도를 평가하고, 각 표적의 우선순위를 도출하였다. 이를 위해 군사 전문가를 대상으로 포커스 그룹 인터뷰를 실시하고, 계층화 분석기법을 활용하여 공격 의도에 따른 표적의 상대적 중요도를 도출하였으며, 표적의 전략적 가치를 정량적으로 평가하였다. 분석 결과, 공격 의도에 따라 표적의 군사적 가치가 유의미하게 달라짐을 확인하였다. 본 연구의 결과는 향후 탄도미사일 공격과 방어 전략을 수립하고 개선하는 데 있어 실질적인 자료로 활용될 것으로 기대된다.

This study examines how the value of military targets shifts when nuclear-armed states employ short-range ballistic missiles (SRBMs) for attacks, depending on their strategic intentions. Using Russia’s missile attack patterns observed during the early stages of the Russia-Ukraine war, this research evaluates the relative importance of military targets in ballistic missile strikes and determines their prioritization. Focus group interviews (FGIs) with military experts and the Analytic Hierarchy Process (AHP) method were employed to assess the relative importance of targets based on different attack intentions and to quantify their strategic value. The findings reveal that the military significance of targets varies substantially with the attacker’s intent. These results provide valuable insights for developing and refining ballistic missile attack and defense strategies in future conflict scenarios.
