This study aims to develop a practical instructional model to cultivate learners’ competencies in EdTech-based English content development, responding to the demands of digital transformation in English education. Employing a formative research methodology, this study integrates the strengths of Flipped Learning and Project-Based Learning (PBL) into a unified instructional design framework named NABI (Navigate-Aim-Build-Implement). The model emphasizes self-directed learning, collaborative problem-solving, and creativity. The model was validated by experts and applied in a university course, showing improved learner engagement and instructional effectiveness. This study contributes to the field by offering a feasible and adaptable instructional model that bridges English education and educational technology in higher education.
