자치경찰제도의 협력적 거버넌스 형성요인과 성과에 관한 실증연구

An Empirical Study on the Forming Factors and Performance of Cooperative Governance in Autonomous Police System

본 연구는 자치경찰제도의 본래 도입 및 시행 취지를 고려해 자치경찰제도에 있어서 협력적 거버넌스의 형성요인이 제도의 성과에 미치는 영향을 분석하고 그 과정에서 자치경찰위원회의 역할효과를 실증적으로 분석함으로써, 향후 자치경찰제도의 발전 방향에 대한 정책적 시사점을 도출하고자 하였다. 연구결과, 자치경찰위원회에 대한 인지도는 아직은 낮은 편이지만 위원회는 자치경찰제도의 성과를 극대화하는 중요한 역할을 수행하고 있으며, 이에 향후 이를 강화하기 위한 다양한 정책적 개선이 필요함을 확인하였다. 즉, 자치경찰제도가 실질적인 성과를 내기 위해서는 자치경찰위원회의 권한 강화, 협력적 거버넌스 체계 구축, 지역 맞춤형 정책 도입, 주민참여 확대, 인력 및 재정 확충 등의 조치가 필요하다. 이러한 노력이 모두 함께 이루어지면, 지역 주민이 실제로 느낄 수 있는 실질적인 자치경찰 운영이 가능하며, 궁극적으로 지역 치안 서비스의 질적 향상을 통한 주민의 삶의 질이 개선될 것이다.

Considering the original purpose of introducing and implementing the autonomous police system, this study attempted to derive policy implications for the direction of future development of the autonomous police system by analyzing the effects of the formation factors of cooperative governance on the performance of the system and empirically analyzing the role effects of the autonomous police commission in the process. Although the awareness of the autonomous police commission is still low, the commission is playing an important role in maximizing the performance of the autonomous police system, and various policy improvements are needed to strengthen it in the future. In other words, in order for the autonomous police system to produce practical results, measures such as strengthening the authority of the autonomous police commission, establishing a cooperative governance system, introducing a regional customized policy, expanding resident participation, and expanding manpower and finance are necessary. Through this, it is possible to operate practical autonomous police that local residents can feel, and ultimately the quality of life of residents will be improved by improving the quality of local security services.
