일본 사례 중심의 외국인 간호사 제도 도입 가능성 탐색: 필요성과 정책 방향

Exploring the Potential for a Foreign Nurse System in Korea : Lessons form Japan’s Experiences

본 연구의 목적은 일본의 외국인 간호사 수용 정책 사례를 중심으로 한국과 비교 분석을 통해 외국인 간호사 제도 도입의 가능성을 탐색하고 제도의 필요성과 정책 방향을 제시하기 위함이다. 자료수집을 위해 검색을 통해 일본과 한국의 외국인 간호사 수용 정책과 관련한 연구보고서, 논문, 신문 기사 등을 수집하였다. 두 사례 비교 방법(binary comparison)으로 일본과 한국의 외국인 간호사 제도의 사회적 배경, 외국인 고용정책, 외국인 간호사 제도의 내용, 외국인 간호사 제도의 성과와 문제점을 비교 분석하였다. 연구 결과 두 국가는 모두 저출산 고령화로 간호ㆍ간병 수요의 증가와 간호사 인력 부족 문제를 겪고 있다. 일본은 2008년부터 경제동반자협정(EPA) 국가를 중심으로 외국인 간호사 수용 정책을 적극적으로 시행하고 있다. 반면, 한국은 간호사로 활동하기 위해서는 간호사 면허를 취득해야 한다는 법적 기준과 외국인의 간호사 국가시험 응시자격 조건이 있을 뿐, 아직 정책 기반이 마련되지 않은 상태이다. 일본의 외국인 간호사 수용 제도는 아직 성공적이라고 말할 수는 없으나 한국에 시사하는 바가 크다. 연구결과에 근거하여 한국에 외국인 간호사 제도 도입을 위해 대상, 자격요건, 비자 등 5가지 정책 방향을 제시하였다. 외국인 간호사 제도의 도입은 지역의 간호ㆍ간병 공백과 국민 간병 부담을 줄이고, 돌봄을 전문성의 영역으로 끌어올 수 있는 방안이 될 것이다.

This study aimed to explore the potential for a foreign nurse system and to suggest a policy direction in Korea with a review over Japan’s experiences. The authors collected foreign nurse employment related data including reports, studies, news papers in Korea and Japan. The data were analyzed, using the binary comparison method, by comparing the societal backgrounds, foreigner employment system, foreign nurse employment system, and its achievements and issues between the two countries. As a result, both Japan and Korea suffer similar issues: an increase in nursing demands, and shortage of nurses ensuing the low birth rate, and aging population. While Japan has been implementing its foreign nurse employment system since 2008 based on the Economic Partnership Agreement, Korea only has a legal provision requiring passing the nurse license exam to work as a nurse in Korea and a qualification for the exam. Although Japan’s policy has not been successful yet, it gives Korea some lessons to learn. Based on the results, the authors suggested five policy directions.
