인권도시관점에서의 대구시 쟁점과 과제

Daegu City : Issues and Chanllenges from a Human Rights City Perspective

대구시는 인권도시로 도약하기 위해 여러 정책을 추진하고 있으나, 시민들이 체감하는 인권보장 수준은 여전히 부족한 실정이다. 이에 본 연구는 국가인권위원회의 인권통계와 대구시 인권 실태조사를 활용하여, 대구시의 인권상황을 서울시, 부산시, 대전시, 광주시와 비교하여 분석하였다. 분석결과 첫째, 대구시의 인권 상담 건수는 다른 지역보다 감소하는 추세를 보였으며, 특히 의료 기관에서의 불합리한 대우와 관련된 인권침해 상담 비율이 상대적으로 높게 나타났다. 차별 경험에 대한 상담에서는 공공서비스를 이용할 때와 장애, 성희롱, 사회적 신분, 성별에 따른 차별 사례가 많았다. 또한, 상담 종결 비율은 증가했지만, 전반적인 상담 건수의 감소로 인해 실질적인 개선 효과를 체감하기에는 한계가 있었다. 둘째, 대구시의 진정 접수는 최근 5년간 전반적으로 증가하는 추세를 보였으나, 교육기관과 사법기관에서의 인권침해 비율이 높았다. 차별 경험에 대한 진정은 장애, 성별, 성희롱, 나이, 사회적 신분에 따른 사례가 두드러졌다. 셋째, 대구시의 인권교육 횟수와 교육 참가 인원은 매년 감소하는 추세를 보였다. 이러한 결과를 바탕으로 본 연구는 대구시 인권정책을 보완하기 위한 정책적·실천적 함의를 제시하고, 인권도시로서의 실질적인 발전 방안을 모색하고자 한다.

Daegu City has implemented various policies to become a human rights city, yet citizens still perceive the level of human rights protection as insufficient. This study analyzes Daegu’s human rights situation using statistics from the National Human Rights Commission and the Daegu Human Rights Status Survey, comparing it with Seoul, Busan, Daejeon, and Gwangju. The analysis shows: First, the number of consultations in Daegu has declined compared to other cities, with a high proportion related to unfair treatment in medical institutions. Discrimination cases often involved public services, disabilities, sexual harassment, social status, and gender. While the case closure rate increased, the decrease in total consultations limited the perceived improvement. Second, petitions in Daegu have generally increased over the past five years, with many involving educational and judicial institutions. Discrimination-related petitions were mainly about disability, gender, sexual harassment, age, and social status. Third, human rights education sessions and participation have declined annually. Based on these results, this study suggests policy and practical implications to strengthen Daegu’s human rights initiatives and proposes strategies for its development as a human rights city.
