지역특성 기반 민관협력적 다층적 접근을 통한 소상공인 지원 정책 특성 연구 - FGI를 활용한 사례연구를 중심으로

A Study on the Characteristics of Support Policy for Small Businesses through Multilayer Approach of Public-Private Cooperation based on Regional Characteristics : Focusing on Case Studies Using FGI

본 연구는 미국 텍사스주의 소상공인 지원 정책을 분석하여 한국 정책에 적용 가능한 시사점을 도출하는 데 목적이 있다. FGI 방식을 활용해 오스틴 시 경제개발부, 소상공인지원센터(SBDC), 휴스턴 HAUL의 정책 운영을 조사하고, 스테이트 페어 오브 텍사스 및 파머스마켓을 현장 분석하였다. 연구 결과, 오스틴 시 경제개발부는 초기 창업 지원과 민관 협력을 통한 창업 환경 개선에 중점을 두며, 지역 대학교 연구를 바탕으로 정책을 수립하고 SBDC 및 상공회의소와 협력하여 실행한다. SBDC는 창업 초기부터 국제 성장까지 단계적 지원 정책을 운영하며, 지속 가능한 성장 전략을 강조해 한국과 차별화된다. HAUL은 사회적 약자를 위한 맞춤형 프로그램을 통해 지역 경제 안정에 기여하며, 스테이트 페어 오브 텍사스와 파머스마켓은 지역 농산물 유통 및 브랜딩을 통해 커뮤니티와 경제 활성화를 도모한다. 이러한 분석을 바탕으로, 한국의 특성을 반영한 소상공인 지원 정책을 수립할 필요가 있다.

The purpose of this study is to derive implications applicable to Korean policy by analyzing the support policy for small business owners in Texas, USA. Using the FGI method, the policy operations of the Austin Department of Economic Development, the Small Business Support Center (SBDC), and Houston HAUL were investigated, and the State Fair of Texas and farmers markets were analyzed on the spot. As a result of the study, the Austin City Department of Economic Development focuses on supporting initial start-ups and improving the start-up environment through public-private cooperation, establishes policies based on research from local universities and implements them in cooperation with SBDC and the Chamber of Commerce. SBDC operates a step-by-step support policy from the beginning of its foundation to international growth, and is differentiated from Korea by emphasizing a sustainable growth strategy. HAUL contributes to regional economic stability through customized programs for the socially underprivileged, and State Fair of Texas and Farmers Market promote community and economic revitalization through local agricultural product distribution and branding. Based on this analysis, it is necessary to establish a policy to support small business owners reflecting the characteristics of Korea.
