A Study on the Construction of a New Supply Chain and Risk Management Using Urban Mining: Focusing on the Direction of Legislation in Korea for the Utilization of Urban Mines

Purpose - Previous studies have suggested the activation of the urban mining industry as the most realistic and long-term alternative. This follow-up study focuses on the utilization of laws and systems necessary for the activation of the urban mining industry, and discusses utilization plans for Korea’s supply chain and key minerals based on the connection with previous studies. Design/Methodology/Approach - If the three policies of preemptively activating urban mining, establishing related crust complexes, and establishing public sector enterprises can be implemented, it is judged that the problem of supplying a large amount of recycled waste, which is the most important part of securing key minerals, can be significantly resolved. However, as a short-term policy that can be activated in a relatively short period of time, policy suggestions for the legal system are proposed. Findings - It is expected to be very useful in predicting how much key minerals can be secured per discarded home appliance by mandating the labeling of the content of key minerals on the circuit board or the back of electronic products, determining the amount of available minerals. Research Implications - In urban mining clusters, without extracting core minerals through POS systems, extraction and securing volumes can be predicted, so that the government or government agencies can estimate the amount that can be secured immediately and share it with companies. In addition, it can also help secure reserves.
