Strategic Implications of U.S. Merchant Marine Officer Training Reforms and Korea's Response

The development of the shipping industry signifies enhanced shipping services, increased quality shipping companies, and growth in related industries, national economy, and employment. To achieve this, shipping companies must secure a competitive fleet and ample maritime cargo, along with skilled management and seafarers. Well-established policies and systems for safe vessel operations and training seafarers are also essential. The relationship between the shipping industry's advancement and securing seafarers is closely intertwined. With an emphasis on marine environment preservation and safe navigation, the role of seafarers is increasingly crucial. Stable securing of seafarers is vital for industry growth, while the advancement of the shipping sector is necessary for developing skilled seafarers. In the U.S., the maritime industry meets both maritime security and commercial needs, with a focus on strengthening its merchant fleet amid recent decoupling from China. Reviving the U.S. merchant fleet requires sufficient American seafarers, but there is currently a personnel shortage, indicating a need for attractive recruitment policies. In South Korea, the shortage of qualified seafarers is a growing concern. Despite producing more seafarers than the U.S., nearly half leave the profession within five years of graduation. This study focused on the U.S. merchant fleet status, highlighting limitations in developing South Korean seafarer policies. Future research should analyze policies related to seafarer acquisition.
