한국전쟁기 대한민국 교도관 양성을 위한 월간 『형정(刑政)』의 매체 전략 연구

A Study on the magazine strategy of the 『Penal Administration』 for the training of Korean prison guards during the Korean War Period

본 연구는 한국전쟁기 법무부 형정국에서 교도관 양성과 교양 함양에 활용하기 위해서 발간한 월간 『형정』의 창간호부터 제8호까지를 분석한 논문이다. 월간 『형정』은 1952년 12월에 창간하여 법무부 교정국에서 발행한 잡지로 교도소와 교도관을 양성하는 교도관 학교(현재는 법무연수원) 등에 보급되었던 매체이다. 한국전쟁 당시 혼란 시대 상황 때문에 교도관 양성에 어려움을 겪었던 법무부는 단기 교도관 제도, 자체 선발 제도 등을 활용하여 교도관을 양성했다. 이러한 상황에서 법무부 형정국은 교도소(형무소)를 관리하는 교도관의 업무 효율성을 높이고, 신임 교도관의 현장 적응을 돕고, 교도관이자 공무원으로서 업무능력을 갖추며, 당시 정부가 요구하는 시대상과 이데올로기를 내면화한 교도관 양성이 필요했다. 본 연구는 『형정』이 이러한 역할의 일부를 대신하여 교도관 양성 교재이자 지침서로 활용된 점에 주목하여 매체 전략을 분석했다. 『형정』에는 당대 유명 작가, 특히 종군작가의 작품과 학자들의 글이 다수 확인되는데, 이는 교도관의 심성의 단정(端正)과 세심(細心)에 많은 부분 지면을 할애하고 있다고 볼 수 있다. 즉, 본 연구를 통해 『형정』지는 단순히 교도관들의 교양과 오락을 위한 매체가 아니라 교도관이 1950년대 대한민국의 이데올로기와 국가관을 내면화하기 위한 고도의 정치적 산물임을 확인할 수 있었다.

This paper analyzes the monthly magazine 『Penal Administration』, published by the Ministry of Justice during the Korean War to cultivate and train prison officers, from its first issue to the eighth issue. The monthly 『Penal Administration』 was first published in December 1952 and has been published by the Ministry of Justice under the title 『Correction』 to this day. This magazine was distributed to prisons and the Legal Training Institute, which trains prison officers. It has different media characteristics and nature from 『New Life』, a magazine for inmates. 『Penal Administration』, a magazine published in the middle of the Korean War, aimed to increase the work efficiency of prison officers managing prisons in a chaotic era, help new prison officers adapt to the field, cultivate prison officers as qualified public officials, and foster prison officers who internalize the zeitgeist and ideology demanded by the government at the time. Based on these media characteristics, 『Penal Administration』 contained articles by famous writers and scholars of the time, and in particular, many works by war correspondents. As a result of examining the early 『Penal Administration』 based on the works and articles contained, it can be seen that a large part of the paper was devoted to the mental discipline and meticulousness of prison officers.
