退休党员参与社区治理的实践研究——以昆明市S 社区为例

Practical Research on Retired Party Members’ Participation in Community Governance: A Case Study of S Community in Kunming City

Community governance is an important part of social governance in China. Actively exploring and innovating community governance models is crucial. Against the backdrop of complex community governance and population aging, the participation of retired party members in community governance is not only an innovative choice for community governance models but also a practical choice for actively addressing aging. The S community in Kunming has actively explored the path for retired party members to participate in community governance and has achieved good results. However, it also faces challenges such as a lack of initiative among retired party members, insufficient participation capabilities, limited participation content, and insufficient motivation for sustained participation. It is necessary to transform community management concepts, build multiple participation paths, cultivate the public spirit of retired party members, and improve incentive and guarantee mechanisms. By doing so, the role of retired party members in community governance can be fully utilized, community governance efficiency can be enhanced, and the improvement of the community governance system can be promoted.

社区治理作为我国社会治理的重要组成部分，积极探索和创新社区治理模式至关重要。在社区治理复杂化和人口老龄化背景下，退休党员参与社区治理不仅是对社区治理模式的创新性选择，也是积极应对老龄化的现实选择。昆明市S 社区对退休党员参与社区治理路径进行了积极探索，并取得了较好的成效，但也面临退休党员参与缺乏主动性、参与能力不足、参与内容有限、持续参与动力不足等方面的困境。需要从转变社区管理观念，构建多元参与路径，培育退休党员的公共精神，健全激励保障机制等方面发力，充分发挥退休党员在社区治理中的作用，提升社区治理效能，推动社区治理体系的完善。
