Value Implication, Realistic Challenge, and Practical Pathways of New-quality Productivity Driving Agricultural and Rural Modernization Development

The development of new-quality productivity is an inevitable requirement for the modernization of agriculture and rural areas, and also an important driving force for the comprehensive revitalization of rural areas. In promoting the development of Chinese-style agricultural and rural modernization, the development of new-quality productive forces will help optimize the agricultural industrial structure and enhance competitiveness, promote the development of rural industries and the formation of new business forms, promote the construction of livable and viable industries and the construction of beautiful rural areas to improve quality and efficiency, and achieve rural revitalization and common prosperity. However, at present, China’s agricultural and rural modernization still faces some practical problems such as backward infrastructure construction, insufficient support of scientific and technological innovation, insufficient integration of three industries, hollowing out of rural population, and extensive agricultural development mode, which restrict the high-quality development of agricultural new-quality productivity. In the new era, to drive agricultural and rural modernization with new-quality productive forces, we must adhere to improving agricultural and rural infrastructure and bridging the digital gap between urban and rural areas. We should step up technological innovation to promote industrial upgrading and activate the flow of factors of production to facilitate industrial integration. We will consolidate the foundation of domestic and overseas talent training and train new-quality agricultural and rural personnel. We will continue to improve rural living environments and transform the traditional mode of agricultural development.

发展新质生产力是实现农业农村现代化的必然要求，也是助力乡村全面振兴的重要驱动力。在推进中国式农业农村现代化建设发展中，发展新质生产力有助于优化农业产业结构和提升竞争力，构建现代化农业产业体系，推动建设宜居宜业和美乡村建设提质增效，实现乡村振兴和共同富裕。然而，目前我国农业农村现代化仍面临基础设施建设落后、科技创新支撑力不足、三产融合度不深、农村人口空心化、农业发展模式粗放等现实问题，制约农业新质生产力的高质量发展。新时代以新质生产力驱动农业农村现代化发展要坚持完善农业农村基础设施，弥补城乡数字鸿沟差距；加大技术创新推动产业升级，激活要素流动助力产业融合；夯实内培外引人才资源根基，培养农业农村新质人才；持续深化农村人居环境整治行动，转变传统农业发展方式。
