A Development Strategy for the Traffic Clearance Service (TCS) in Vessel Traffic Services (VTS)

현재 VTS 관제사와 선박 간에 VHF 음성교신을 통해 수행되고 있는 통항보고 절차를, 국제표준 기반의 디지털 메시지 교환 방식으로 전환하기 위한 Traffic Clearance Service(TCS)의 효과적인 적용 방안 검토가 필요한 시점이다. 따라서, 본 논문에서는 IALA의 국제표준메시지(S-212)기반의 TCS 기능이 적용된 VTS 운영시스템과 선박의 ECDIS 시스템을 소개하고, 이를 실제 VTS, 선박에 적용하기 위한 단계별 도입 전략을 제안 하였다.

It is now an important time to examine effective implementation strategies for the Traffic Clearance Service (TCS), which aims to transition the current traffic reporting procedures—conducted via VHF voice communication between VTS operators and vessels—into a digital message exchange system based on international standards.Accordingly, this paper introduces the TCS functionality implemented in both VTS operating systems and onboard ECDIS systems, based on the IALA international message standard S-212, and proposes a phased deployment strategy for practical application to real-world VTS centers and ships.
