주·야간 도선 위험도 비교 분석: 전문가 판단 기반 확률적 접근

A Comparative Risk Analysis of Day and Night Maritime Pilotage Based on Expert Judgment and Probabilistic Reasoning

도선사는 항만 인근에서 선박이 안전하게 운항할 수 있도록 지역적 지식과 운항 전문성을 바탕으로 핵심적인 역할을 수행한다. 도선의 항만 안전 기여도는 1968년 국제해사기구(IMO)에 의해 공식적으로 인정되었으며, 도선사는 VTS(해상교통관제), 예선 등과의 원활한 의사소통을 통해 정박 및 비상상황 대응 시 선박의 안전성을 향상시킨다. 본 연구는 도선사 대상 설문조사를 통해 주간과 야간의 위험도를 비교하고, 증거이론 및 베이지언 네트워크를 활용하여 야간 도선의 상대적 위험도를 정량적으로 평가하였다. 이를 통해 야간 도선의 안전성 향상을 위한 기초자료를 제공하고자 하였다.

Maritime pilots play a vital role in ensuring the safe navigation of vessels near ports by utilizing their local knowledge and navigational expertise. The contribution of pilotage to port safety was officially recognized by the International Maritime Organization (IMO) in 1968. Pilots enhance safety during berthing and emergency situations through effective communication with Vessel Traffic Services (VTS), tugboats, and other port services. This study compares the perceived risks of day and night pilotage through a survey of maritime pilots and quantitatively evaluates the relative risk of nighttime pilotage using Dempster-Shafer theory and Bayesian networks. The results aim to provide foundational data to improve the safety of nighttime pilotage operations.
