가정 내 아동돌봄 서비스에서의 외국인력 정책 선결 과제 검토

Review of Preconditions for Foreign Workforce Policy in Home-Based Childcare Services

최근 부모의 돌봄 부담 감소를 위한 아동돌봄 외국인력 도입 필요성에 대한 논의 확대와 함께 서울시는 외국인 가사관리사 시범사업을 실시하였다. 이에 본 연구는 가정 내 아동돌봄 서비스에 외국인력 활용 적절성을 파악하기 위해, 가정 내 아동돌봄 서비스의 특성 및 종사자 관련 국내외 선행연구를 검토하였다. 이상의 선행연구 고찰을 바탕으로 가정 내 아동돌봄 서비스에 외국인력을 활용하는 데 대한 고려사항을 다음과 같이 제안하였다. 첫째, 본격적인 아동돌봄 외국인력 도입 확대에 앞서, 민간 아동돌봄 서비스의 질적 향상을 위한 정책 마련이 우선되어야 할 것이다. 둘째, 아동돌봄 외국인력이 확대된다면, 저렴한 외국인력이 아닌 충분한 돌봄 역량을 갖춘 전문 인력이 아동돌봄 서비스에 종사할 수 있도록 아동돌봄 외국인력에 대한 교육 및 관리체계 구축과 한국어 능력 기준마련이 필요하다. 마지막으로 아동돌봄 외국인력이 아동발달에 미치는 영향에 대한 학문적 검토의 필요성을 제안하였다.

With the growing discussion on the need to introduce foreign care workers to reduce the caregiving burden on parents, the city of Seoul has implemented a pilot program for foreign domestic workers. This study reviewed policies and prior research on in-home childcare services and their workers to assess the potential of utilizing foreign labor in domestic childcare services. Based on this review, the study suggests the following considerations for employing foreign workers in domestic childcare services. First, before expanding the introduction of foreign labor in childcare, policies aimed at improving the quality of private childcare services should be prioritized. Second, if the use of foreign labor in childcare increases, it will be necessary to establish an training and management system for foreign childcare workers, as well as set standards for Korean language proficiency to ensure that qualified professionals are employed in childcare services. Lastly, the study highlights the need for academic research on the impact of foreign labor on child development.
