Strategic Roles and Challenges of Local Governments (LRGs) in the Localization of Sustainable Development Goals (SDGs): An Integrated Approach through the AIIPA

본 연구는 지속가능발전목표(SDGs)의 현지화 과정에서 도시 및 지방정부(Local and Regional Governments, LRGs)의 역할과 책임을 AIIPA(Adaptability, Integration, Inclusiveness, Practicality, Alternativeness) 프레임워크를 적용하여하여 분석하였다. 연구의 목적은 LRGs가 지역사회의 요구를 반영하여 SDGs를 효과적으로 이행하기 위한 전략적 접근을모색하는 데 있다. 연구 방법으로는 문헌 분석과 사례 연구를 통해 LRGs의 현재 역할을 파악하고, 실제 이행전략과 성과를 분석하였다. 이를 통해 SDGs 현지화 과정에서 LRGs의 적응성, 통합성, 포용적 참여성, 실용성, 대안성을 명확히 규명하였다. 본 연구의 문제의식은 지역사회의 참여를 증진하고, 정책의 투명성과 책임성을 강화하는 데 LRGs의 역할이 필수적이라는 점이다. 연구 결과, LRGs는 지역 특성에 부합하는 지속가능발전 전략을 개발하고, 시민참여를 촉진하여 SDGs 이행을 효과적으로 지원할 수 있음을 보여주었다. 또한, 행동 지향적 자발적 지역 검토(Voluntary Local Review, VLR)은 LRGs가 SDGs를 지역적 맥락에서 통합하고 실행하는 데 필요한 중요한 도구로 작용하며, 정책 제안의 실천 가능성을 높이는 데 기여한다. 아울러, 본 연구는 LRGs의 SDGs 현지화 과정에서의 중요성을 강조하고, 향후 연구 및 정책 개발에 기초 자료를 제공한다.

This study analyzes the roles and responsibilities of local and regional governments (LRGs) in the localization of the Sustainable Development Goals (SDGs) by applying the AIIPA framework—Adaptability, Integration, Inclusiveness, Practicality, and Alternativeness. The primary objective of this research is to explore strategic approaches for LRGs to effectively implement the SDGs in a manner that reflects the specific needs of local communities. A combination of literature review and case study methods was employed to examine the current functions of LRGs and to assess their implementation strategies and outcomes. Through this analysis, the study systematically identifies how adaptability, integration, inclusiveness, practicality, and alternativeness are manifested in the SDG localization process. The underlying research premise emphasizes that strengthening community participation and enhancing policy transparency and accountability require an active and strategic role by LRGs. The findings demonstrate that LRGs can effectively support the implementation of the SDGs by developing sustainable development strategies tailored to local contexts and by fostering civic engagement. Furthermore, the study highlights that behavior-oriented Voluntary Local Reviews (VLRs) serve as a critical tool for integrating and operationalizing the SDGs at the local level, thereby enhancing the feasibility of policy proposals. Ultimately, this research underscores the significance of LRGs in the SDG localization process and provides foundational insights for future research and policy development.
