Cyber ​​Threat Inspection and Gathering System to Strengthen Public Institution IT System Security

National and public institutions are gradually strengthening their cybersecurity management practices in line with national cybersecurity policies such as the “National Cybersecurity Basic Plan.” In contrast, public institutions under local governments are constantly exposed to cyber threats due to various reasons, including the indifference of management, the absence of dedicated organizations, and a lack of specialized personnel. Additionally, their response systems to such threats are highly inadequate. Consequently, the IT systems adopted and operated by these public institutions are also continuously vulnerable to cyber threats. This paper analyzes the characteristics of these IT systems, examines real-world cases of cyber threats targeting them, and proposes a “Cyber Threat Inspection and Collection System” to mitigate such risks. Through this system, public institutions under local governments are expected to enhance the stability of their IT operations by reducing exposure to cyber threats.
