1930년대 「조선무연탄(주)」의 산업경영사 연구

A Study on the Industrial Management History of Joseon Anthracite Inc. in the 1930s

이 연구는 산업경영사 관점에서 1930년대 조선총독부가 추진한 ‘제2차 조선 무연탄합동’으로 등장한 ‘조선무연탄(주)’을 실증 분석했다. 1920년대 후반 조선 무연탄 업계는일본 연료시장에서 불인(佛印)산 홍기탄(鴻基炭)과 경쟁에서 열세를 면치 못했다. 그러자조선총독부는 불황대책으로 홍기탄의 대일 수입 저지의 보복관세 부과, 만포진선 부설에따른 평남 북부탄전 개발, 평양 무연탄의 운송력 증대와 운송비 절감을 위한 진남포항 적탄설비 시설을 추진했다. 1932년 이후에는 삼척탄전 불하 경쟁을 이용해서 ‘제2차 조선무연탄 합동’을 추진했고, 1935년 9월 공칭자본금 2,000만 원의 ‘조선무연탄(주)’을 설립시켰다. 요컨대, 식민지기 조선총독부는 식민 통치의 헤게모니에만 그쳤던 것이 아니라합리적이고 효율적인 산업정책의 설계자 겸 실행자 역할을 담당했다

From the perspective of industrial management history, this study empirically analyzed the establishment conditions of “The 2nd Anthracite Joint” and the “Joseon Anthracite Inc.” promoted by the Japanese Government-General of Korea. In the late 1920s, the Korean anthracite industry faced a severe recession due to competition from French Indochina’s coal industry, which dominated the Japanese fuel market. As a result, the Japanese Government-General of Korea actively pursued recessionary measures, including the introduction of retaliatory tariffs to discourage imports of red coal from Japan, development of the Pyeongnam Northern Coal Field along the Manpojin Line facilities, and establishment of the Jinnampo Port Red Coal Equipment Facility to increase the semi-output of anthracite in Pyongyang and reduce transportation costs. Furthermore, from 1932 onward, the Japanese Government-General of Korea promoted the “2nd Anthracite Joint” as an economic incentive for the disposal of the Samcheok Coal Field and established Joseon Anthracite Inc. in September 1935 with a registered capital stock of 20 million won. In short, the colonial Japanese Government-General of Korea was not only the hegemon of colonial rule but also the architect and implementer of a rational and efficient industrial policy.
