화재 발생과 화재경계지구 설정이 주택 가격에 미치는 영향 - 서울시 아파트 및 시장지역 화재경계지구를 대상으로

The Impact of Fire Accidents and Fire Hazard District on Housing Price

본 연구는 서울시 내 대형 화재 사고의 발생이 인근 주택 시장에 미치는 영향을 분석하기 위해 국토교통부에서 제공하는 아파트 실거래가 데이터, 서울시 대형 화재 발생 장소 데이터, 그리고 이중차분 모형을 이용하여 분석했다. 분석 결과, 대형 화재 발생 이후 인접 지역의 주택 가격이 그 외 지역보다 평균적으로 9.6% 감소하였다. 2단계 이중차분법(DID2S) 분석을 이용하여 이중차분 분석 결과에 대한 평행 추세 검정과 본 연구의 결과에 대한 강건성을 검정했으며, 그 외 추가분석을 통해 사망자를 수반한 화재사고가 사람들의 인식 변화를 통해 주택 가격의 하락이라는 자산 가치의 변화로 구현될 수 있음을 확인했다. 더 나아가, 화재경계지구의 도입이 이러한 주택 가격 하락을 유의미하게 완화 수 있음을 간접적으로 제시함으로써 화재경계지구 정책이 화재 발생으로 인한 주택 시장의 부정적 외부효과를 완화할 수 있음을 보여준다.

This study investigates the impact of fire accidents within Seoul on the local housing prices by using the spatial difference-in-differences method. We find that the average decrease of housing price amounts to 9.6% following the fire accident. Utilizing the two-stage difference-in-differences (DID2S) analysis, we confirme common trends assumption and the dynamic effects of our results. Heterogeneity analysis shows that psychological changes in housing consumers caused by fatal fire accidents can result in a drop in asset value. Furthermore, we suggest that the introduction of fire hazard districts could significantly alleviate the decrease in housing prices, showing that fire protection policies can mitigate the negative externalities in the housing market due to fire accidents.
